1. Talked to Ralph Preston, House Appropriations
Committee staff, and made a tentative date for Friday to review the specific
reductions in the IC budget presentations. Preston told me that they are
fragmented so that it will be necessary to go back over the documents to
determine the total of reductions. He reconfirmed that the Agency budget
was not reduced by the Committee. Messrs. Briggs, OPPB, and Elliott,
IC, have been advised.

Met with Mr. Ralph Preston, House Appropriations
I briefed Preston on Soviet forces near the Chinese border and two 25X1
pending major Soviet space events.
Committee staff, and brought him up-to-date on the status of the "Ervin
amendment" now pending before the House Judiciary Committee. Preston told
me that it would be his suggestion that Mr. Helms call Chairman Mahon if
it becomes necessary to have Chairman Mahon talk to Chairman Celler about
this bill.

1. Talked to Mr. Ralph Preston, House
Appropriations Committee staff, who told me that he will be tied up the
entire coming week (as well as this weekend) on finishing up on the
Defense bill. The earliest he will be able to schedule a meeting for
briefing on the very sensitive project will be the week of the 11th.
