Approved For Release 2007/02/07 : CIA-RDP74B00415R000100010036-7 T-7`1 7 Journal - Office of Legislative Counsel Wednesday - 26 July 1972 Page 2 Ralph Preston, Staff Assistant, House Appropriations Committee, called to say Chairman Mahon would like the Director to appear before the Special Group on Wednesday, 2 August at 10:00 a. m. for a world roundup briefing. During the Director's appearance on the Hill, I received a call from Mr. Ralph Preston, House Appropriations Committee staff, who told me the Chairman has scheduled Wednesday morning, 2 August, at 10:00 for briefing of the Special Group. He has decided against a briefing of the Defense Subcommittee. In a second conversation he said that since the Director is on the Hill, the Chairman would appreciate it if Mr. Helms could stop by his office in the Capitol, Room H 218, after he finishes his 25X1 session with the Armed Services Committee. After checking with IC, I told Mr. Preston that a meeting is scheduled for Fri ay for Dr. Albert C. Hall, Assistant Secretary of Defense (Intelligence), and the Director on this subject. We hope that at that time we will be able to get Dr. Hall to release the information that we believe has been gathered together for Dr. Hall's use in finalizing the report for the Committee. Mr. Preston asked if I would check the Director's availability for briefing for the full Defense Subcommittee on worldwide intelligence roundup. Mr. Preston will at the same time check Chairman Mahon's personal availability for next week. As he had promised earlier he is giving us as much lead-time notice as he is able. I briefed Mr. Preston on numerous items relating to the Soviet Union, the Arab world, Vietnam, Peoples Republic of China, and French nuclear to sting. Approved For Release 2007/02/07 . I IIn response to his call on Friday, I talked with Pete Murphy, on the staff of the House Appropriations Committee. I told him our people had obtained a copy of the DIA memorandum on the cost of Soviet vessels and it was the opinion of our folks that we really could add nothing to this. I explained some of the difficulties involved in making comparisons between U. S. and Soviet ship building costs, but indicated that we might be helpful in several related areas. I said we could indicate the areas where the characteristics of the Kre:;ta II differed from the DD-963 and we could pull together some material on what it would cost to build a Kresta II boat in the United States. I said ]: doubted, however, that these were really responsive to the area which concerned Representative Sidney Yates (D., Ill. ). Murphy thanked me for looking into this and said he would try to explain these problems to the Congressman. 16. I IAfter consulting the Director, I called Ralph Preston, Staff Assistant, House ,ppropriat:ions Committee, to say the Director could be available to appear before the Defense Subcommittee on Wednesday, 2 August, or Thursday, 3 August, preferably morning only. Preston said that Representative William Minshall had been pushing for an "update" on the world situation prior to mark up of the Defense Appropriation bill, Preston thought an hour's presentation followed by questions for the rest of the morning would be quite adequate. Preston (like Bill Woodruff, Counsel, Senate Appropriations Committee) feels that we would find it difficult to refuse to provide Symington with this information in some form, but also agrees that we should refuse to permit any GAO audit of these funds. Preston commented in this connection that he would like to have copies of any material which is developed on the Agency's expenditures for these reports. I told Preston we were still hoping he could get together with us for his, briefing session with Carl Duckett soon, but. we appreciated the bind he was in and would wait to hear from him as to his availability. Although he could not suggest a date, he feels it will be necessary to have Drs.
