MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with William Woodruff, Counsel, Senate
Appropriations Committee, re Motor Pool Garage
at Headquarters
1. Today I talked with Bill Woodruff informally and off the record
about our intention to construct a motor pool garage at the Headquarters
site using surplus year-end funds. He expressed some concern about this
and said if his advice had been requested in advance he would have recom-
mended including this as a line item in our budget presentation so that it
would be fully considered by the Intelligence Operations Subcommittee as
part of our budget hearing. Since it appears this is not feasible now,
Woodruff feels it should be the subject of a letter to the Chairman indicating
our intention to construct such a building in the absence of any objection
from the Chairman.
2. Mr. Woodruff noted that while we have the legal authority to
construct buildings we should be especially careful in instances of this sort
where it might appear that the Agency's unique authorities are being used
in nonsensitive areas merely to avoid administrative inconvenience. Other-
wise our committees might feel those unique authorities were being abused.
Furthermore, Woodruff felt that we should keep to an absolute minimum
those things which we discuss only with the Chairman on the assumption
that a discussion with him would serve as notification to our Committee 25X1A
and to the Congress.
