SUBJECT : Conversation with William Woodruff, Staff ember
Senate Appropriations Committee re Intelligence
Budget - 28 larch 1972
1. During the course of discussions with Bill WWoodruff on
presentations of the Community program to the Senate Appropriations
Coc`,mittee, Bill raised a number of questions about the specific
content of the Nlational Intelligence Budget -- this year and in
years to come.
2. He stated that while the Comii ttee would not expect the
Director to be in a position this year to address specifics within
each agency's budget, he did feel they would want the Director to
indicate that he was taking steps now to determine the best mix
in the National Intelligence Budget. I asked him what he meant 25X1A

He advised that he planned to talk to John
No eran, ~e r C comptroller, along these same lines and ended
by saying that this type of split tended to confuse the chairman
and that he proposed to suggest to the chairman that given the
Director's new responsibilities he be asked to take a hard look
at the entire process and look for alternative ways of handling
the matters in the appropriation request. I exaplained to Bill
that a good deal of work had been done in these matters, but
the problem was not a simple one and involved the OMB, the Bog
comptroller as well as the Congress.
Uoodruff stated that he planned to prepare something for the
Appropriations Committee report on defense which would spell out
in one or two lines, the total cost of intelligence by broad
activity. He repeated the rationale provided to him by Colonel
White for holding down on visibility of the Intelligence total
figure. He said he understood this rationale but rejected it,
observing that "it worked with Sen :tor Russell, but those days
are gone". He asked that when he has prepared his paper for
inclusion in the Appropriations Cormaittee report, we look it over
and provide him with comments thereon.
