8. (Internal Use Only - PLC) Security Officer, 25X1A
Office of Logistics, called concerning the "CIA communications facility"
near Chester, Maryland, which is of interest to a constituent of Repre-
sentative William Mills (R., Md.) (see Journal of 19 September 1972).
Office of Security personnel had located what appears to be an abandoned
communications installation and no further information was developed
locally. Gardner reaffirmed that there has never been any Agency interest
in this facility. A check is pending with the Department of Defense and
Gardner will advise us if any information is developed.
I subsequently called Bob Waters, in the office of Representative
Mills. He also is checking with GSA to determine possible Federal
ownership of this property, but he would appreciate any information we
may receive.
9. (Unclassified - JGO) Met with Mr. Herb Hoffman, House
Judiciary Committee staff, who told me that in the conference meeting with
the Senate conferees this afternoon Senator Ervin receded and withdrew the
amendment from H. R. 12652, the civil rights extension act. The amendment,
commonly known as the "Ervin bill, " related to the protection of the
constitutional rights of Federal employees. The "Ervin bill" is now dead for
this Congress. I thanked Mr. Hoffman very much for his efforts and the
efforts of Chairman Celler on behalf of the Agency.
10. (Unclassified - JGO) Procured a copy of the hearings before the
Senate Subcommittee on Foreign Operations of the Senate Apro?priaaons.
Committee of the testimony provided by the Agency for I.nternational Development
and delivered it to the office of the Chief of 25X1A
11. (Confidential - JGO) Met with Mr. Hollister Cantus, House Armed
Services Committee staff, who told me that he had met during the day with
DIA representatives concerning the head count of American prisoners in
North Vietnam; appearances of prisoners; etc. He asked if this was an area
where the Agency could provide additional input for the Committee. I told him
we could not that the matter of prisoners could well be considered an in-house
problem of the Department of Defense and one which they have handled rather
closely themselves from the beginning. SA/DDP, has been25X1A
