12. (Unclassified - JGO) Delivered the Director's report on
H. R. 10204 and an identical bill, H. R. 16334, "To amend the National
Security Act of 1947, as amended, to keep the Congress better informed
on matters relating to foreign policy and national security by providing
it with intelligence information obtained by the Central Intelligence
Agency and with analysis of such information by such agency, " to House
Armed Services Committee.

5. (Secret - JMM) Met with Frank Slatinshek, Chief Counsel,
House-Armed Services Committee, whom I briefed on recent developments
regarding Soviet space program, Soviet militar equipment being supplied
to Syria, status of and Soviet SA-5,deploy
ment.
6. (Confidential - JMM) Met with Herbert Hoffman, House
Judiciary Committee staff, who told me what had transpired at the
Senate/House conference on the Civil Rights Commission bill
(H. R. 12652). I thanked Mr. Hoffman on behalf of the Director and
the Agency for his cooperation in killing the Ervin amendment.
7. (Confidential - JMM) Met with Chairman Emanuel Celler,
House Judiciary Committee, to whom I extended the Director's and the
Agency's thanks for the strong stand he took against the Ervin rider to
the House Civil Rights Commission bill. Mr. Celler told me that
Senator Ervin was apparently surprised and dismayed at the failure of
his fellow Senate conferees to back him up, and indeed he went so far
as to insist that the record not record his own participation in the
conference.

ting to Indochina. Since his review of the items selected
return to Headquarters at his first opportunity to review them in detail and
refine his selection to minimize the number of documents to be reviewed
for declassification.
Mr. Blum indicated that after identifying the specific
documents for declassification, he would like to have them cleared but will
have to delay any identification of the Indochina documents for declassification
until the press of other work on his desk slackens.

8. (Internal Use Only - PLC) I Security Officer, 25X1A
Office of Logistics, called concerning the "CIA communications facility"
near Chester, Maryland, which is of interest to a constituent of Repre-
sentative William Mills (R., Md.) (see Journal of 19 September 1972).
Office of Security personnel had located what appears to be an abandoned
communications installation and no further information was developed
locally. I Ireaffirmed that there has never been any Agency interest
in this facility. A check is pending with the Department of Defense and
will advise us if any information is developed.
I subsequently called Bob Waters, in the office of Representative
Mills. He also is checking with GSA to determine possible Federal
ownership of this property, but he would appreciate any information we
may receive.
9. (Unclassified - JGO) Met with Mr. Herb Hoffman, House
Judiciary Committee staff, who told me that in the conference meeting with
the Senate conferees this afternoon Senator Ervin receded and withdrew the
amendment from H. R. 12652, the civil rights extension act. The amendment,
commonly known as the "Ervin bill," related to the protection of the
constitutional rights of Federal employees. The "Ervin bill" is now dead for
this Congress. I thanked Mr. Hoffman very much for his efforts and the
efforts of Chairman Celler on behalf of the Agency.
11. (Confidential - JGO) Met with Mr. Hollister Cantus, House Armed
Services Committee staff, who told me that he had met during the day with
DIA representatives concerning the head count of American prisoners in
North Vietnam; appearances of prisoners; etc. He asked if this was an area
where the Agency could provide additional input for the Committee. I told him
we could not that the matter of prisoners could well be considered an in-house
problem of the Department of Defense and one which they have handled rather
closely themselves from the beginning. SA/DDP, has been 25X1A
advised.

12. (Confidential - JGO) Met with Mr. Garner J. Cline, House
Judiciary Committee staff, concerning the phone call received by John
to the Chairman early in the year. I thanked r, Cline or the a vice.
Mr. Warner, OGC, has been advised.
I also reviewed with Mr. Cline possible changes in the Committee
structure under various contingencies in the forthcoming election.
13. (Internal Use Only - JGO) Met with Mr. Jack Norpel, Senate
Internal Security Subcommittee staff, who gave me a package of materials
for OS. has been advised.
14. (Secret - JGO) In response to her request, I met with
Miss Dorothy Fosdick, Staff Director, Subcommittee on National Security
and International Operations, and told her that the two individuals that
she had inquired about are suspected to be intelligence officers. She
thanked me for the Agency's advice and said that USIA had suggested that
the Senator not meet with the individuals.
15. (Confidential - JGO) Met with Mr. Richard Pearle, National
Security and International Operations Subcommittee staff, and delivered
to him several examples of the kind of material that the Soviet media put
out regarding the SALT agreements. He gave me a short letter written in
what appears to be in part Russian and part Hebrew. He asked if we
would provide a rough translation. He said the letter has just been brought
from Russia to the Senator.
16. (Internal Use Only - JGO) Met with Mr. Frank Slatinshek,
Chief Counsel, House Armed Services Committee and briefed him on the
final outcome of the conference on the Ervin bill. I thanked him for his
efforts and the efforts of Chairman on the Agency's behalf.
