Called Frank Slatinshek, Chief Counsel,
ouae rmed~vices____ommittee, to say that I had just understood from
that the Nedzi Subcommittee planned to make public a sanitized
version of the testimony of Mr. Houston and me on security and classification
on 9 May. I said that any publication would be contrary to our understanding and
would set an, unfortunate precedent, since we had a well established policy in
both the House and the Senate that we would not testify for publication regardless
of the subject matter. Slatinshek explained that discussion of possible publication
had overlooked these points and said that we "shouldn't worry," since he was
sure he could take care of the situation. He said that, at the moat, they
would probably only note in the record that Mr. Houston and I had appeared
but would publish nothing about the content of our testimony.

Met with Mr. William Hogan, House Armed ,
Services Intelli_gen~~,.,.,~~zbcgrnmittee staff, and received from him copy #2 of 3
of the hearings of Tuesday, 9 May 1972, with the request that the transcript
be declassified for public printing. I explained to Mr. Hogan some of the
difficulties that would be involved in complying with the request and inquired
whether this was a firm final determination. It was his suggestion that if the
request creates substantial problems, that they be related to Mr. Slatinshek,
Chief Counsel of the Committee, rather than back through him to expedite
a final determination. I thanked Mr. Hogan and told him I would relay the
request.

13. Met with Mr. Frank Slatinshek, House Armed
Services Commi ee s ~ , whose appointment as Chief Counsel of the
Committee was announced yesterday by the Chairman, and discussed
briefly with him the handling of transcripts taken by the Committee of
Agency testimony during the last week or so. Mr. Slatinshek reiterated
that Chairman Hebert wants a copy of all transcripts available in the
Committee for review. So far, in the more thanayear since the Chairman
first announced this policy to the members of the House, no requests have
been received . Nonetheless, Mr, Slatinshek noted once again that
whenever a response to a question or statement by the Director or an
Agency witness should not be retained in the record, the Director or
Agency witness should go off-the-record. I thanked Mr. Slatinshek for
the advice.

Armed Services Committee to Mr. Frank Slatinshek, Acting Chief Counsel,
for use during Admiral Moorer's appearance before the Committee this
morning.
3? I talked to Bill Hogan, House Armed Services
Committee sta and told him the transcript of the appearance of Messrs.
John Maury an Lawrence Houston before the Intelligence Subcommittee
yesterday is still in process at the reporters. Upon receipt it will be edited
and forwarded to the Committee. Mr. Hogan agreed the transcript would be
needed at the Subcommittee for a period of time but he saw no reason why 25X1
it could not be returned to the Agency for safekeeping when it has served its
purpose.

5. I I Talked to Frank Slatinshek, Acting Chief
Counsel, House Armed Services Committee, who told me he had received

a call from a representative of the Library of Congress who complained he
had been attempting to establish liaison with the CIA without success.
Slatinshek said they needed a rundown on the laws applying to the CIA,
changes in the law, appropriations authorizations and so forth. He said
he referred them directly to this office and we could expect a call from
them.
He also said it is necessary that the transcript of Agency briefings
or meetings with tk~e Committee be returned to the Committee as soon as
received from the reporters. After they have served their purpose to the
Committee they can then be returned to the Agency for safekeeping. He
said he was embarrassed this morning by not having the transcript of the
briefing on Vietnam of 4 May which he thought had been returned to them.
I assured Slatinshek it would not happen again. I told him the transcript
of yesterday's briefing of the Nedzi Intelligence Subcommittee has been
completed and I would get it to him first thing in the morning, which he 25X1
said would be satisfactory.
Talked to Representative William Dickinson
and related an anecdote the Director had told the House Armed Services

Operations Subcommittee of House Armed Services Committee on the unique
security problems of the Agency, our classification and declassification
problems and procedures, our views on the Executive Order on classification,
and our problems in attempting to prosecute for security violation. See
