Approved For Release 2007/02/07 : CIA-RDP74B00415R000100040042-7 vt~ k.,1?4 a.. j JOURNAL OFFICE OF LEGISLATIVE COUNSEL Friday - 31 March 1972 Met with Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, and briefed him on the Yugoslavian smallpox epidemic and SS-11 Mod 3 testing. Mr. Slatinshek told me that the DIA briefing Wednesday afternoon had gone quite well. In brief, the meeting covered recent intelligence coverage with slides illustrating the points covered. An open date for next week was made to meet with Mr. Slatinshek to outline both the format and content for the Agency meeting with the Subcommittee that will be scheduled after the recess. The official in charge of combating the epi- demic told the US ambassador on 28 March that there were around 200 cases in Serbia and its provinces of Kosovo and Voivodina, almost twice the incidence admitted by the press. There were 15 deaths re- ported as of yesterday, including five in Belgrade alone. An estimated 20 to. 30 percent of the locally produced vaccine may be ineffective. The Yugoslavs are requesting assistance totaling 20 million doses of vaccine from the US, USSR, major West European countries, and the World Health Organization. Three million doses of vaccine, related equipment, and six specialists from the US will arrive in Yugoslavia by Friday. The epidemic is localized for now in the gen- eral area of Serbia, but Yugoslav experts fear a second outbreak will spill over into new areas in the next few days. Such an outbreak could outpace immunization efforts by the other republics. The epidemic may be spreading abroad. A Yugo- slav worker in Hanover, West Germany, has been hos- pitalized with smallpox, and the Bulgarians have closed their border with Yugoslavia and are claim- ing that Albania, too, is infected. Other neighbor- ing countries may close their borders shortly. In response to Slatinshek's question about Agency involvement in the Chilean elections, I said that I didn't know the details but was under the impression that some of the recent press stories had considerably distorted and exaggerated the facts. Slatinshek didn't seem to think we would have any trouble with this problem so far as the Armed Services Committee was concerned. Rangel (D., N.Y.), and told him that, while we did not vouch for the accuracy of all the information in the Moose/Lowenstein report of April 1971, he could find answers to some of the questions he had raised about activities in Long Tieng. I told him that anything further they might desire on this should be the basis of a request either to Chairman Hebert or to Mr. Frank Slatinshek, House Armed Services Committee staff. (Slatinshek had previously agreed with this response to Freedman's inquiry.) Approved For Release 2007/02/07 : C?
