Dear Russ:
I will be retiring from active Government service
the and of this month having completed more than forty-two
years. The last twenty-five of these have been with the
Central Intelligence Agency, the first seventeen having been
in the Army from which I was retired in 1947 as a resu of
combat disability incurred during World War II.
May I express my real appreciation for your sya~-
pathetic understanding of our unique problems through the
years and for your assistance in solving many of them.
You have made a great contribution to intelligence for which
we are most grateful and I have thoroughly enjoyed bolkour
professional and personal association.
