Appropriations Committee, about our approach to queries from the field
regarding the travel of Senator Daniel K. Inouye (D.. Hawaii).
Woodruff said he would try to get us a copy of Senator Inouye 's itinerary.
4. I I Made arrangements with Ed Braswell, Chief
Counsel, Senate Armed Services Committee, for him to visit Headquarters
on Tuesday, 21 November, for lunch and a briefing on the sensitive Agency
project.
5. I I John MacKenzie, Congressional Relationst5X1A
Department of State, called to say Senator Henry Bellmon was anxious to
get a copy of the briefing on Soviet crop conditions which CIA provided
to Department of Agriculture. " After checking with D/OER,
I called MacKenzie back to say that while we have done a num er of papers
on this general subject, they were all classified and not suitable for Bellmon,
who departs tomorrow, to take with him on his trip. I said the Department
of Agriculture had prepared unclassified material on the subject and felt
sure Senator Bellmon could get what he wanted from them.
6.1 IMet with Mr. Charles Snodgrass,
Agriculture, Environmental and Consumer Protection Subcommittee staff,
of House Appropriations Committee, and received from him a copy of the
latest itenerary of Representative Jamie Whitten's (D. , Miss.) travel to
Central and South America.
7. I I Met with Mr. Herb Hoffman, House
Judiciary Committee staff, who told me he had reviewed the material
given to him last week concerning the status of the Espionage Act and
Agency proposals for change in the recommendations of the President's
Commission on Codification of the Criminal Law. Hoffman told me he
would appreciate an explanation of these proposed changes. He said
also that he will be pleased to meet with Agency representatives at their
convenience. Messrs. Warner and OGC, have been advised. 25X1A

1. Obtained from Pat Holt, Acting Chief of
Staff, Senate Foreign Relations Committee, his itinerary for his trip which
is: Panama, November 19-25; Argentina, November 26 to December 2 or 3;
and Chile, December 2 or 3 to December 8. I confirmed that all Holt wants
is the same type of background briefing he has received on
his trips in a past.
2. I I Hand-carried to John Goldsmith, Senate Armed.
Services Committee staff, the "Comparative Study of Basic VC Reports"
which he had requested from our people in the field. Goldsmith said that
in his conversation with the Chairman on his trip the Chairman gave no
indication of concern with respect to the Laos ceiling. (Goldsmith commented
to me that Ambassador Godley had said he was not concerned in view of the
strong possibility of a cease-fire and in any event thought expenditures would
be under the ceiling this year.) Goldsmith said the people in Laos are taking
a close look at the Accord of July 23, 1962 for Laos (specifically Section A
of Article 1) with respect to the definition of military personnel who might
be retained in Laos nine point agreement. The above information
has been passed on t DDP.
Goldsmith asked us to convey his personal appreciation and that of 25X1A

4. I I Talked to Bill Woodruff, Counsel, Senate
Appropriations ommi ee, w no said he would not be able to visit the Agency
for the special briefing this week. He suggested that we go ahead and brief
Ed Braswell, Chief Counsel, Senate Armed Services Committee, without
him.
With respect to the trip he and Senator McClellan are making, he
said they. would be in Hawaii from 18 - 21 November, in Korea from
22 - 26 November, and back in Hawaii from 25 - 30 November.
5. Pat Holt, Acting Chief of Staff, Senate
Foreign Relations Committee, called to say he would be leaving Sunday for 25X1A
a three-week trip to P naxna. a and Chile. He plans to spend one
week in each country.

I. I I Talked to Ralph Preston, House
Appropriations Committee s a , who told me that in general all he
knew about Representative Bow's (R. , Ohio) death is what has been
reported by the press, that he died this morning of a heart attack.
Washington funeral will be Wednesday morning at Gawler's Funeral
Home, Washington, at 9:30 and later in Canton, Ohio.
Preston told me that Representative Whitten (D. , Miss.) is
in town and has put final approval on Thursday for briefing and lunch
at Headquarters prior to departure on Saturday for Mexico City. I
will pick up Whitten and Preston at 10:30 a. m. at the Capitol. As for
other Committee members, it is expected that Mr. Mahon will be
returning to the city early the week of 20 November. Mr. Sikes, however,
at this time may not be returning to the city until January.

1. Had lunch with Bill Woodruff, Counsel, Senate
Appropriations Committee, today. He told me that he and Senator McClellan
plan to leave 18 or 19 November on a trip to Honolulu, Korea, and Japan. 25X1A
Woodruff said he had been very much impressed by the briefing he received

and thought Senator McClellan would like to have a similar briefing.
I told him I would also look into the possibilities I told 25X1A
Woodruff we had been interested in getting Senator McClellan out to Headquarters
for a briefing and wondered if he would be in town long enough to come out to
the Agency before their departure on this trip. Woodruff said he was not yet
certain of the Senator's plans between now and then but expected to find out
something in the next day or two and said he would let me know. I told him
we were interested in getting some other members, such as Senators Stennis,
Pastore and Thurmond, out for briefings during the adjournment and he said
he doubted that many of them (with the exeption of Senator Stennis) would be
in town before the first of the year.
Woodruff said he was quite certain he would not be able to make the
briefing tomorrow and I told him we would have him out with Ed Braswell,
Senate Armed Services Committee staff, at a later date, perhaps next week.
I talked with Woodruff about the provisions in the conference report
on the State, Judiciary, and Related Agencies Appropriations bill prohibiting
the payment of transportation expenses from overseas positions to the U. S.
and asked him about relief for those persons who had purchased foreign made
automobiles prior to the issuance of the conference report. Woodruff said
this had been a matter of concern to the House (Appropriations) Committee
and we should take it up with Ralph Preston, House Appropriations Committee
staff. He added that he thought we should follow the procedures of the State
Department in this regard since their situation most closely resembled ours.

Services Committee staff, who told me of his impressions from his recent 5X1A
trip to Indochina. He spoke highly of
ur COS in Saigon. He is aware that expenditures
in Laos are at a monthly rate which would exceed the Curren
ceiling, but appreciates the necessity for this and sees no reason to believe
that the ceiling would in fact be violated. In addition to a written report he
plans to discuss his observations shortly with Chairman Stennis and will let
us know if he finds the Chairman particularly concerned about any Agency
problems in the area.
11. I I Called Dick Schultz, Associate Chief
Counsel, House Internal Security Committee, and arranged to meet with
him and Donald Sanders, Chief Counsel, anytime this week at my convenience 25X1A
to discuss possibilities of broadening 18 U. S. C. 783(b) (Scarbeck statute).

5, I I Mr. Maury addressed an Intelligence
Production Course c ass on Me Agency's relationships with the Congress
in a meeting which took place in the Senate Armed Services Committee's
room. Following Mr. Maury's talk Mr. Sam Goldberg, Administrative
Assistant to Senator Charles McC. Mathias (R., Md.) talked with the group
about yesterday's elections, how the Congress operates, and some of the
problems that are encountered in its relationships with the Executive Branch.
Both talks were very well received and a number of thoughtful questions
were raised by the class.

8. Called Bill Woodruff, Senate Appropriations
Committee staff, and invited him to come to the Agency for a briefing on a
project and a look at the Cuban Missile Crisis exhibit
followed by lunch on Friday. Woodruff said his plans for Friday were uncertain
but if he could not make this briefing he would make every effort to come out
when we have a separate briefing for Ed Braswell, Senate Armed Services
Committee staff, later on.
9. I I Received a call from Fred Ladd, State Department.
He said they had received another inquiry from Canberra regarding the
briefing to be given to Bill Ashworth, Senate Foreign Relations Committee
staff. He said he was LDXing a copy of their response to us for our information.

4. I I Met with Charles Stevenson, Research
Assistant to Senator Harold E. Hughes (D., Iowa), to talk with him about
his forthcoming trip to Africa.. He will be leaving on Thursday, 16 November,
for a three week trip to Morocco, Nigeria, Zaire, Kenya, Tanzania, and
Senegal. I asked Stevenson if he was getting a briefing from the State Depart-
ment and he said Mr. Samuels, of State, was arranging briefings for him
next week. Stevenson is interested in background briefings from the Agency
on what the Soviets and Chinese are doing in the areas he will be visiting.
He says he has TS DOD clearances. I told him I thought we could arrange a
briefing for him later this week. (Prior to my contact with Stevenson today 25X1A
I talked with Ed Braswell Chief Counsel, Senate Armed Services Committee,
about Stevenson's request and he a reed we should cooperate by rovidin

5.1 j Met with Senator Henry Jackson (D., Wash.)
and Don Dona~f the ena or's staff, at their request to discuss a sensitive
constituent problem. Since the matter largely involves activities of an
American citizen in this country, I. suggested that the matter be taken up
with the FBI. I agreed to have our people look into any aspects of the case
which we might be able to develop on the meager information available. This
would have to do with connections or involvement of I lactivities in Cuba. 25X1C

8, I I Talked to Ed Braswell, Chief Counsel,
Senate Armed Services Committee, and explained that we had gotten some
indication from Defense that Chairman Stennis might be concerned about
the possibility that our program in Laos was moving forward at such a rate
that it would result in exceeding the eiling imposed by the
Congress there. I said the Director might like to discuss this matter with
the Chairman, and anything else the Chairman might have on his mind, at
the Chairman's convenience. Braswell said he was not sure how the
Chairman felt on this matter but he did recall that Pentagon officials had
recently remarked that they were holding the line in Laos but certain other
agencies might not be. Braswell said that Stennis was in Mississippi at
the present but would be returning to Washington shortly and if we wished
to get in touch with him we should do so through Mr. Cresswell.

to a briefing of Joe ramson and Colby King, Senator Charles McC. Mathias'
(R., Md.) staffers on the Senate Judiciary Committee on the Agency's role in
the Federal narcotics detection program. briefed these men on 25X1A
the Agency's role in the program. Abramson, who was completely unfamiliaf5X1A
with even the most basic aspects of the U. S. intelligence collection program,
asked many questions which answered patiently and effective)
Mr. King on the other hand, being a former State Department employee II
-1 was somewhat familiar with the Agency's activities
abroad. These stall members are meeting with representatives of all depart-
ments and agencies which have a role in the Federal narcotics program so that
they can more effectively assist Senator Mathias in assessing the effectiveness
of Federal programs in the 93rd Congress.
10. Called Ed Braswell, Chief Counsel. Senate
Armed Services ommi- tee., and invited him to attend a briefing on a
sensitive project at Headquarters on Friday along with a visit to the NPIC
exhibit. Braswell expressed his regrets but said he would be out of town
from Thursday through Saturday of this week. I told him we would try to
arrange a separate briefing for him and perhaps Bill Woodruff, Counsel,
Senate Appropriations Committee, at a later date.
