I I Called Ed Braswell, Chief Counsel, Senate Armed Services Committee, who said he had not yet talked to Chairman Stennis today about plans for the Director's appearance before the Agency's Subcommittee briefing tomorrow but we could assume it' was still on for 10:00 a, m. 2. Talked to Walter C. Minnick, Cabinet Committee on International Narcotics Control, regarding the request of Representative Lester Wolff's (D. , N. Y.) office for a copy of an unclassified photograph of a Thai trawler suspected of involvement in drug smuggling. Minnick said that even though the photograph was unclassified and would be used without attribution, and despite the fact that it had been obtained by the Agency, we should not give it to Wolff. I said this might be rather difficult to explain to Wolff. I asked Minnick what we should do if Wolff persisted. Minnick said to tell him to write to the Secretary of State. Discussed the above problem with Agency representative on the Air/Sea Task Force of the Cabinet Committee on International Narcotics Control, who pointed out that the vessel in question was of active operational interest and that there was indeed good reason not to release the photograph, even though it was not classified. I therefore called Bob Owens, Administrative Assistant to Representative Wolff, and told him that the photograph in question was now the property of the Cabinet Committee and he would have to go to them to obtain it. I further explained however that I understood the vessel in question was of some operational interest and I was therefore doubtful that the photograph could be released at this time. Owens thanked me for looking into the matter and apparently found this explanation satisfactory. Spong will be out of town until the 5th. Hand-carried to Bill Woodruff, Senate Appropria- tions Committee staff, the Director's letter of 29 March 1972 on a Reserve withdrawal and gave him a briefing covering this withdrawal. Woodruff said he would be seeing the Chairman tomorrow and would tell him about it. Brought Woodruff up-to-date on the latest information concerning tests of the SS-11 Mod 3. 7. I I Talked to Jim Woolsey, General Counsel, Senate Armed Services Committee, and asked him if he would be willing to address a group of Intelligence Pro uction. Course trainees on 10 April on current issues before the Congress and attitudes about the Agency on the Hill. Woolsey said he would be happy to do this and suggested he give the group a 15 or 20 minute talk and reserve the balance of the time allotted to him for questions and answers. I told him I would be back in touch with him in the next day or two with more particulars. 8. I Ed Braswell, Chief Counsel, Senate Armed Services committee, ca a an said after the membership had been polled the Chairman decided to postpone tomorrow's briefing of the CIA Subcommittee on the Agency budget since most of the members had already left town for the Easter recess, Braswell said they would try to reschedule the briefing some time next week, but it would not be 4 April. Woodruff made several helpful suggestions but was generally enthusiastic about the book whicshowed him. (See Memorandum for the Record and Memo ran u . ) Arrangements were made for Woodruff and Ralph Preston, House Appropriations Committee staff, to come to the Agency for a prebriefing session on the Agency budget next Wednesday, 5 April at 9:00 a. m. This meeting will be conducted by Mr. Colby and OPPB. 7. Talked with George Murphy, Joint Committee on Atomic Energy staff, about several items from the Director's briefing of 25X1C the Committee on 16 February 1972 which require followup action. We are taking these up with OSI and OSR. Murphy also asked about the according to press reports and about Murphy has seen25X1C an article from the London Dail Tele rah stating that, 25X1$ among other things, had considerable information having to do with NATO targets. Murphy I was quite certain the press accounts of ere very much in error but told him I would check on both of these items and give him a call. 8. Ed Braswell, Chief Counsel, Senate Armed Services Committee, called and said the Chairman probably would like to have the Director up before the CIA Subcommittee to discuss the Agency budget on this Thursday, 30 March. We called back and confirmed the Director's availability and said the Director would be accompanied by Messrs. Colby, and Maury. Messrs. OPPB, and 35X1AA Colby, Ex/Dir, have been advised. 2. Together with Messrs. nd 25X1A I I IC staff, met with Mr. Ralph Preston, House Appropriations Committee s a and reviewed briefly with him the updated .format for the Director's briefing on the intelligence community and agreed to have available for the Subcommittee members copies of the Director's statement which will include appropriate charts. An advance copy will be made available for Mr. Preston's use. Mr. Preston is working with the Chairman today on the schedule for Committee briefings after 20 April and hopes to advise us during the week concerning the probable date for meeting with the Special Subcommittee on the community budget. I briefed Mr. Preston on SS-11 testing. 3. Met with Mr. John Garrity, House A r riations Committee staff, who suggested that we close the file on I Iwho was recommended by Representative Jamie Whitten (D. , Miss. ), is accepting a position in another organization. 4. Talked to Mr. Marvin Liebstone, Assistant to Representative Robert Giaimo (D. , Conn.). Mr. Liebstone is Chairman of Chapter 20, Reserve Officers Association, which is composed of congressional staff personnel. Mr. Liebstone told me that General Westmoreland will be their luncheon speaker for the April meeting and suggested Friday, 19 or 26 May, as possible luncheon dates for Mr. Maury as guest speaker. I later confirmed 19 May. 5. Checked with Ed Braswell, Chief Counsel, Senate Armed Services Committee, on arrangements for the Director's briefing of the CIA Subcommittee on Thursday. Braswell confirmed there will be no transcript and he expected the session to last only through the morning. He also commented that with the Easter recess coming up it was very possible attendance at the meeting would be very small. Mr. Preston said he would try to rearrange his schedule for Thursday and will be back in touch, as soon as., he can. OPPB, has been advised. 2. Confirmed with Bill Woodruff, Senate Appropriations Committee staff, 10:00 tomorrow morning as a time for and me to meet with him on the community budget. I also told him we were working with Ralph Preston, House Appro- priations Committee staff, to establish a suitable time for Preston and Woodruff to come to the Agency this week for a prebriefing on the Agency budget. 3. I uIn the absence of Leonard Killgore, I spoke to Betty Garcia, on the staff of Senator Barry Goldwater (R., Ariz. ), who said the Senator definitely had his talk with the Intelligence Production Course on his calendar for Wednesday, 19 April. She suggested we check with Judy Eisenhower a short time in advance concerning the arrangements for lunch which would probably be in the Capitol. 4. Checked with Ed Braswell, Chief Counsel, Senate Armed Services Committee, about the possibility of the Committee setting General Walter's confirmation hearing this week. Braswell said there was no chance of their getting to it this week and this would mean it would be some time after 4 April when the Senate returns from the Easter recess before the hearing could be scheduled. Mr. Wagner has been advised. 5.1 I Talked with George Murphy, Joint Committee on Atomic Energy staff, about a question he had pertaining to a followup item from the Director's briefing of the Committee. I I Met with Ed Braswell and James Woolsey, Senate Armed Services Committee staff, whom I briefed on recent intelligence developments (see preceeding item re Senator Young). Braswell said he had again raised with Senator Stennis the scheduling of confirmation hearings for General Walters, but Stennis said he wanted to finish up with the present series of hearings on some Defense matters before taking up any additional questions. In view of this, Braswell is confident that the confirmation of General Walters will not come up before Thursday, 30 March, and probably not until the following week. 11. In the absence of Senator John V. Tunney (D., Calif.), I met with Miss Mary Shinkwin of his staff. I informed her that the decision to cancel permission for Mr. Silver to make some shots of the interior of the Agency building for the forthcoming film "Dangerfield" had not been made by Mr. Helms. I explained Mr. Helms had discussed the matter with Mr. Arthur Krim, and it was Mr. Krim who decided not to take advantage of the opportunity to use the Agency building in the film since to do so would require that we make an exception of an established policy. Miss Shinkwin, who was familiar with the background of this matter, said she was sure Senator Tunney would appreciate being informed of what had actually happened. I asked her to renew my invitation to Senator Tunney to come out and have breakfast with us which she promised to do. 12. I Met with Dick Schultz, Associate Chief Counsel, House Security Committee, and answeredthe questions he proposed on the use of the Committee's indices for name check purposes. (The information had been provided for me byl Office of STATINTL Security.) Schultz concluded that the indices were of little or no value to the Agency and said that this was consistent to what he had found out from the FBI and Civil Service Commission although he is not sure that the facts will carry the day in what has grown into a political fight. Preparations for testing of a prototype of the Soviet A-class nuclear attack sub. e. Delivery of ChiCom MIG-19s to North Korea. f. Identification of five more Soviet nuclear storage facilities in Poland and Czechoslovakia. g. Two new-type silos under construction at Tyuratam. h. First operational patrol of a French nuclear powered ballistic missile sub in the Norwegian Sea. i. More Soviet TU-16 Badgers in Egypt. j. Soviet development of a new short range ballistic missile system capable of changing its impact point in flight. k. Arrival of a Soviet Kotlin-class destroyer and F-class sub at Cienfuegos. 1.
