6. Met with Dr. John Brady and Mr. Robert
Boyer, House Foreign Affairs Committee staff, and received from them
three copies of the draft Committee Print entitled "The U. S. Heroin
Problem and Southeast Asia. " Dr. Brady requested such assistance as
we can provide in correcting factual errors, if any, in the study and review
for deletion of classified information. I NARCOG, has been 25X1A
advised and will coordinate review by FE Division, DDI and other interested
components.
7. In response to his call, I met with Mr. Marian
Czarnecki, Staff Consultant, House Foreign Affairs Committee, who asked if
the Agency could provide on a confidential basis for Chairman Morgan such
information that might be available headed by a former 25X1

9. Hand-carried to the office of Representative
Charles E. Bennett (D., Fla.) a personnel letter from Mr. Maury involving
one of the Congressman's constituents.
10. Talked to Mr. Robert Blum, Senate Foreign
Relations Committee Research Assistant, and told him that the complete
package of documents selected by him is awaiting final determination for
release by the Director. I told him that unfortunately other matters had
interfered with the Director and Mr. Colby's schedules and it may be several
days before final determination is made. I told Blum I would call him as
soon as I have further information for him.
11. Talked to Mr. George Fisher,
Administrative Assistant to Representative Olin E. Teague (D. , Texas),
who is Chairman of the Democratic Caucus. Mr. Fisher told me that
Representative Les Aspin is due back in the city Monday, 11 December.
12. Received a call from Mr. Robert Boyer,
House Foreign Affairs Committee staff, who told me that the staff report
on narcotics in Indochina will be going to the printer this evening. It was
noted that a map furnished the Committee designating insurgency areas in
Burma is classified secret. Mr. Boyer asked if this could be replaced by
a similar map which is unclassified. I asked him to note the question and
that I would see if an appropriate map could be inserted when we review the
galley proofs. NARCOG, has been advised.

1. Accompanied) [ WH Division,
to a meeting with Mr. Michael Finley, Inter-American Affairs Subcommittee
staff of House Foreign Affairs Committee. Mr. Finley will be accompanying
Chairman Dante Fascell (D. , Fla.) who will be travelling to a meeting of
the Latin American Parliament in Guatemala City this coming week.

in Guatemala with a brief rundown on the status of various insurgency forces

The meeting was low key and most
cordial.
Mr. Finley told us that he would like to alert the Agency to the fact
that Fascell will desire an off-the-record briefing on Latin America for the
Subcommittee early in the upcoming session of Congress. Mr. Finley
will contact us further on this matter after he returns from this trip.

4.1 ]Met with Chairman Lucien Nedzi, Intelligence
Subcommittee, House Armed Services Committee, who said:
a. He does not wish any further Agency briefings of himself or
or his Subcommittee regarding the intelligence community--this
was covered entirely satisfactorily during his Headquarters visit
earlier this week. What he does plan is to have the White House
and Defense appear before his Subcommittee to discuss this subject
during the week of 11 December.
b. Two members of his staff were present when Seymour Hersh,
of the New York Times, told him of certain allegations regarding
the Agency (see Journal of 30 November) and he is having them
write detailed memorandums which he will share with us. (I told
Nedzi it was impossible for us to do anything about such allegations
unless we were provided with specifics. He said he fully appreciated
this and he would try to get more details if possible. )
c. Nedzi sees no reason why we should not go ahead and send
a letter from the Director to Representative Aspin saying that the
McCoy charges regarding Agency involvement in illicit drug traffic
have been thoroughly investigated and no substantiation has been
found.
5. Called John Buckley, Administrative Assistant
to Representative Dante B. Fascell (D. , Fla. ), to say that since the situation
in Guatemala might be a little tense right now it occurred to us that Mr. Fascell
and his staff might want a quick briefing from us prior to their departure. I
said if so we could probably have someone drop by and 25X1A
fill them in onthe present situation. Buckley said he appreciated this but
Mike Finley, of the Inter-American Affairs Subcommittee of House Foreign
Affairs staff. was still in Washington and planned to come down tomorrow. He
said Finley was making all the arrangements and suggested we get in touch
with him prior to his departure.
Called Mr. Finley re the above and arranged for the Chief or Deputy
Chief of WH Division to brief him in his Capitol Hill office at 0930 hours
tomorrow morning.
