4. I I Talked with Marshall Wright, State
Department, about the various options on the Dominick amendment and
expressed our concern about a lengthy Senate debate and/or a secret
Senate session on it. I also said that this was now more a matter for
Administration policy decision and was getting beyond the Agency's area
of interest. Wright mentioned that the matter was being discussed at
WSAG and said that they would be in touch with Senator Dominick when a
decision is made by the White House.
5. I I Cheryl Klein, in Senator Dominick' s
office, called and informed us that unless the Agency could give him
adequate reasons why he should do otherwise, Senator Dominick was
definitely prepared to accept Senator Case' s compromise to his amendment
as we had discussed it but that the Senator felt it was rather useless to
insist on restricting the application of this section to "this Act" rather than
"any provision of law" in as much as it had been agreed that all funds for
Thailand would come under MAP and therefore there was no reason to
argue Armed Services Committee jurisdiction in this instance. I made it
very clear, however, that I understood the Administration was in favor of
striking Section 515 entirely and Tom Korologos, of the White House staff, 25X1
planned to contact the Senator.
7. 1 1 Tom Korologos, White House staff, called to
request a copy of te transcript of the Director's testimony before the Foreign
Relations Committee. I said the Director's policy was not to release or coordinate
his transcripts and I did not have the authority to provide.one. He indicated he
would call the Director or have someone else call him.
I told Korologos that I understood Senators Case and Dominick had worked
out a compromise which would not affect the Thai irregulars and would seem
acceptable from the Agency standpoint. Korologos said he would call Dominick
about this.

8. I After learning the results of the WSAG
meeting from to ora led Tom Korologos, White House staff,
to say that apparently the question of the Administration's position on the
Dominick amendment had been referred to the highest levels for resolution
and suggested he get White House guidance before pursuing the matter further.
Received a call from Mr. Robert Blum,
Senate For ittee staff, who told me that in connection
with the research he is doing on events in Indochina he has run into several
references to NIE 5 of December 1950 and asked if he could see a copy. I
told him that I was sorry he would have to make his request direct to the
National Security Council. We discussed also the Committee's request for
review of OSS files on Indochina. I told him that the files that have been
identified so far relate solely to papers and reports accumlated in the field.
We will be making additional effort to identify files of Headquarters OSS.
He said there is no real time press at the moment and that he would follow
my guidance when we had an appropriate number of files for his review.

10. I I Received a call from Mr. Arthur Kuhl,
Senate Foreign Relations Committee staff, concerning the Committee
transcripts that are held by the Agency for safekeeping. Mr. Kuhl told me
that there is pertinent statistical information that is needed from time to
time and we might expect calls from members of the staff. I furnished the
information requested from the transcript of the Director's hearing of
23 March 1971 concerning the time hearings were commenced and adjourned
and members of the Committee who were present. Mr. Kuhl also advised
that the transcript of Mr. Laird's appearance before the Committee yesterday
had been received and could be picked up for our review.

8. I John Lehman, NSC staff, called to ask how
the Director's appearance before the Senate Foreign Relations Committee
yesterday went. I said there were no major problems although the Director
did get a number of questions about the validity of the "bargaining chips" theory
i. e. , that we should proceed with our strategic weapons programs in order to
maintain a bargaining position and, why the Soviets had been unwilling to
declare the number of their ICBM 'launchers. I said none of these questions
produced any fireworks or controversy. Lehman asked whether we had sent
over to the White House a copy of the Director's prepared statement and I
explained the Director had a policy of not releasing or coordinating his
statements, since he felt to do so would have an adverse effect on his
credibility as an independent voice. Lehman did not pursue the matter.
9.1 1 During the above conversation with John
Lehman, I explained the status of the "Case compromise" which would limit
the application of Section 515 of the Foreign Assistance Authorization bill (S. 3390)
to Thailand. Lehman said this sounded acceptable to the Administration and
would check with State and then make their recommendations to Senator Dominick.
10. Talked to Carl Marcy, Staff Director, Senate
Foreign Relations Committee, who described a rather tempestuous session of
the Committee today when Chairman Fulbright had attacked Secretary Laird
for exaggerating the Soviet threat in order to get money for defense programs
and charged Laird with distorting intelligence for this purpose, citing the contrast
between Laird's testimony and earlier testimony by CIA witnesses.
11.1 1 Called Dick Schultz, House Internal
Security Committee staff, and told him that I had looked into the status of
and learned that he was notified in the middle of April that
we had no suitable vacancy; and subsequently, the application had been re-
evaluated with the same result. As a consequence, if had 25X1A
pending job opportunities, I would recommend that he ought to accept them,
explaining that we were just not hiring in the areas which he had expressed
interest.. I also told him that the results of this most recent review would
be most formally relayed back to Chairman Ichord. plans to 25X1A
contact Mr. Ichord. )

16. 1 pelivered the transcript of the Director's
briefing of 20 June to Senate Foreign Relations Committee and returned it
to Headquarters at the close of business. Mr. Marcy, of the Committee staff,
requested that the transcript be returned to the Committee each day for the
rest of the week. In talking with Mr. Marcy he told me that Chairman
Fuibright had used some information giventhe Committee by the Director
during Tuesday's briefing in his questioning of Mr. Laird and would have liked
to have used more. Mr. Marcy suggested it would be well for us to review
the transcript of today's briefing. He will make a copy available through
Mr. Kuhl as soon as they are available from the reporters.

18. Met with Mr. Robert Lockhart, House Post
Office and Civil Service Committee staff, and discussed with him S. 1682, the
Senate bill to establish and govern the Federal Executive Service which has been
reported by the Senate Committee and the draft bill on Federal Executive Service
pending before the House Committee. In brief, Lockhart said that the Senate
bill is very poorly drafted. The draft House bill has been coordinated at each
step with the Civil Service Commission and although it does not contain everything
the Commission desires they approved the content. In the event of passage of
both bills, it is Lockhart' s opinion that the House bill would prevail in conference.
The next scheduled date for consideration of the draft Committee bill is Thursday,
29 June. Mr. Warner, OGC, has been advised.
19. Met with Thad Murray, in the office of
Senator William Spong, and gave him a copy of the letter of 8 June from
Nelson Gross, Federal Advisor and Controller for International Narcotics
Matters, to Senator Proxmire and a copy of the statement and press release of
2 June of Alfred W. McCoy before Senator Proxmire's Committee on Foreign
Operations. Murray said he thought that these items would be sufficient to
satisfy Senator Spong's request for information on whether he should call
Mr. McCoy as a witness.
