Informed Ed Braswell, Chief Counsel,
Senate Armed Services Committee, of the above, explaining that we were
following well-established ground rules under which we would be of course
prepared to brief Senator Symington himself, as a member of our oversight
Committee, on the matters in question but could not discuss them with
staff investigators of the Foreign Relations Committee. Mr. Braswell
said he thought our position was reasonable and clear and saw no need to
alert Senator Stennis.

4. I I In response to his request, I met with
Mr. George e7 r of s, INa Iona Security Policy and Scientific Developments
Subcommittee staff, House Foreign Affairs Committee, who was exploring
various possibilities for new approaches to gathering information for
Committee use to upgrade the standard procedures of the witness/hearing
format of Committee operation. Among other topics he was particularly
interested in the hearings in 1969 of Senate Foreign Relations Committee
into the psychological aspects of conduct of relations with other nations.
I suggested to Mr. Berdes that any investigations along these lines should
be directed to the various area desks in the Department of State. No further
action by the Agency is required.

Met with Carl Marcy, Chief of Staff, Senate
~a oreign e a:ions Committee, in connection with Chairman Fulbright's
4 January letter to the Director renewing requests for National Estimates
regarding Southeast Asia. I told Marcy we saw no way of complying with
these requests but wished to avoid a confrontation with the Chairman and
wondered whether the Chairman himself had initiated this request. Marcy
said the Chairman had been in Jamaica with his children and grandchildren
since Christmas so he ''didn't know" whether the Chairman had signed the
letter in question. In any event, Marcy agreed a confrontation should be
avoided if possible and he apologized .for not keeping closer track of the
matter himself (implying that had he done so we could have "talked it over"
instead of dealing through formal correspondence) I suggested that before
proceeding further we have another round with the three young investigators--
Blum, Biles and Hollick--with whom Mr. Carver and I had conferred about
a month ago and who had never followed-up our suggestion that they study
transcripts of earlier hearings and then formulate specific substantive questions
which we would try to answer. Marcy agreed with this suggestion and said he
would so instruct the investigators.
