Staff, Senate Foreign Relations Committee his itinerary for his trip which
is: Panama, November 19-25; Argentina, November 26 to December 2 or 3;
and Chile, December 2 or 3 to December 8. I confirmed that all Holt wants
is the same type of background briefing he has received on
his trips in the past.

Services Committee staff, the "Comparative Study of Basic VC Reports"
which he had requested from our people in the field. Goldsmith said that
in his conversation with the Chairman on. his trip the Chairman gave no
indication of concern with respect to the Laos ceiling. (Goldsmith commented
to me that Ambassador Godley had said he was not concerned in view of the
strong possibility of a cease-fire and in any event thought expenditures would
be under the ceiling this year.) Goldsmith said the people in Laos are taking
a close look at the Accord of July 23, 1962 for Laos (specifically Section A
of Article 1) with respect to the definition of military personnel who might
be retained in Laos under the nine point agreement. The above info rmation25X1A

4. 1 GLC) Talked to Bill Woodruff, Counsel, Senate
Appropriations Committee, who said he would not be able to visit the Agency
for the special briefing this week. He suggested that we go ahead and brief
Ed Braswell, Chief Counsel, Senate Armed Services Committee, without
him.
With respect to the trip he and Senator McClellan are making, he
said they., would be in Hawaii from 18 - 21. November, in Korea from
,22 - 26 November, and back in Hawaii from 25 - 30 November.
