Met with Robert Blum, Research
Assistant, Senate -Foreign Relations Committee, and gave him a suggested
wording to describe the security deletions from the OSS documents furnished
him earlier in the week. I also gave him a fresh reproduction to replace
an item that was illegible in the original package. Mr. Blum expects to go
to the printers with his material later in the day.

1, I I Delivered to Robert Blum, Senate
Foreign Relations Committee staff, the declassified OSS documents requested
foryuse in the Committee study on Indochina. Blum said he would review
them as soon as possible since some appear to be quite fuzzy and not usable
without reference to the originals. In particular he asked if another copy
could be made of the Giap calling card and the hand-written note on the back
of the card. An identical copy of the documents is being delivered today to
the Archivist of the United States by in the office of 25X1A
the Special Assistant for Information Control. has been25X1A
advised.

Talked to Robert Blum, Senate
Foreign Relations Committee Research Assistant, and told him that
I expect to have a set of the declassified OSS documents for informal
transfer to him tomorrow. He also asked if I would help him in the
legend to be used as to the source of the documents for report to
Chairman Fulbright prior to publication. I told him I would be glad
to assist him when I deliver the documents.

Relations Committee staff, .and told him that the Director has approved
release of the OSS documents and that I would advise him as soon as
possible when the documents will be available for delivery to him. I also
discussed with him the possibility that the formal transmission to the
Committee might be through the Archivist, although we would get the
initial package to him. Blum felt the transfer to the Archivist would be
of tremendous help to the Committee because it would of itself tend to
finesse the many questions that would be anticipated regarding source of
documents etc.

1. 1 1 Met with Robert Blum, Senate
Foreign Relations Committee Research Assistant, and gave him a copy
of "World Oil 1971 Facts and Figures" which he requested yesterday.
Blum told me that in his new work with oil he will be needing other
materials which he has been told are within the province of the Agency.
He also asked whether determination has been made with regard to
declassification and release of the OSS documents that he had selected
for declassification some weeks ago. I told him that I hoped we would
have a final determination within the next 24 hours. Blum reiterated that he
is now getting calls from the Committee front office in the nature of hourly
checks. I thanked him and told him I would call him as soon as possible.

In response to his call and after
checking with Special Assistant for Information Control,
I told Mr. Robert Blum, Senate Foreign_Relations Committee Research
Assistant, that we would hope to have final determination on the question
of release of the OSS documents during the day tomorrow. Mr. Blum had
related in his earlier call that since the publication of the Committee
calendar, the Committee and his office are being pressed very hard on
questions relating to the Committee study on Vietnam. Separately Mr. Blum
asked if we could provide a copy of the "World Oil Facts and Figures"
published by the Agency.

Relations Committee Research Assistant, and told him that the complete
package of documents selected by him is awaiting final determination for
release by the Director. I told him that unfortunately other matters had
interfered with the Director and Mr. Colby's schedules and it may be several
days before final determination is made. I told Blum I would call him as
soon as I have further information for him.
