Co,imitments Abroad of the 'Foreign Relations Committee has
been reconstituted for the 92nd Congress, and w have.
appointed Chairman. The area 0-2, responsibility of the .
Subcommittee has been defined as follows :
"Subject to special fact- fi diLag requests which

this Subcommittee on its ow~~. motion will fparticular attention on overseas commitments and
military activities abroad which affect the
foreign relations of the United States. During
the forthcoming Congress, this will require
that the Subcommittee follow closely the quest .on

intelligence community and of secrecy in the
conduct of foreign policy in a democracy."
The full-time Subcoovittee staff will consist of Li :.es G.
Lowenstein and Richard M. Moose, both former Foreign Service
Officers, who have been serving the staff of the Foreign
Relations Committee. Pat M. Holt will also devote some of
his time to the Subcommittee?s work.
I-would appreciate it if you would designate an officer in
your Agency to act as a liaison and point of contact for
the Subcommittee. I would also appreciate it if the Agency
would initiate the necessary procedures for any special
