Approved For Release 2006/12/16: CIA-RDP74B00415R000200010097-9 1 March 1971 MEMORANDUM FOR THE RECORD SUBJECT: John Martiny Luncheon - April 5 1. Met with Mr. John M-artiny, Chief Counsel and Staff Director, Post Office and Civil Service Committee, and received from him the tentative lineup of Subcommittee designations and Democratic members of Subcommittees. Republican assignments will apparently be made at the Committee organizational meeting next Thursday, 4 March. Mr. Martiny told me that there will be several matters coming before the Committee during the coming year of interest to the Agency and he felt that the briefing on Agency personnel matters at this time would be appropriate. We selected the date Monday, 5 April, 10:30 a. m. , for briefing and luncheon. Mr. Martiny told me that he has a couple of new staff members coming on board one of which is coming in from Government Accounting Office and will be working directly with him. Mr. Martiny would like this individual together with Victor Smiroldo and one of the minority staff members, either Bill Irvine or Theodore Lazy to come to the briefing with him. He will review the status of the security clearances on these people and will institute clearances with Department of Defense between now and the time of our meeting on any individual who does not hold current DOD clearance. I told John that for the purpose of our briefing, we need not await final clearance from DOD. I will obtain a provisional clearance for the purpose of the briefing for members of his staff that he feels should be up-to-date to assist in protection of Agency interests. 2. Mr. Martiny called Mr. Richard Barton, Staff Assistant, and had him join us. Mr. Barton will be assigned to the Employees Benefits Subcommittee to be chaired by Representative James Hanley (D. , N.Y.). This Subcommittee will be handling matters relating to constitutional rights of Federal employees. After some discussion, Approved For Release 2006/12/16: CIA-RDP74B00415R000200010097-9 Approved For Release 2006/12/16: CIA-RDP74B00415R000200010097-9 Mr. Martiny indicated that in all probability the Post Office Committee will want to move legislation in this area during the coming year, He suggested to Mr. Barton that he procure a copy of the bill drafted by Mr. David Carper, Assistant Legislative Counsel, House of Representa- tives, review it, and get a copy to the undersigned. 3. In another area, Mr. Martiny suggested that the Agency should take a good close look at the recommendation of the Oliver Committee at Civil Service which has been forwarded to all agencies for review. The Oliver Committee report deals with position classi- fication standards. From Mr. Martiny'a remarks, it would appear that Mr. Oliver intends to bring the Agency within the purview of the new standards at least to a limited extent. Mr. Martiny observed that legislation on this subject is more than a year away but that we would be well advised to provide as definitive a response to Mr. Oliver's request for comments as possible. It is Mr. Martiny's present position that the Agency should not be brought within the system at all unless the Agency wants to be brought within the system.
