Educational Exchange Act of 1948 to Authorize Funding of Radio Free Europe and Radio Liberty 1. Senator Case introduced an amendment to the U. S. Information and Education Exchange Act of 1948 to authorize the expenditure of for fiscal year 1972 to provide grants to Radio Free Europe and Radio Liberty. The funds are to be spent as the Secretary of State deems appropriate. The amend- ment has been sent to the Foreign Relations Committee. A companion bill was introduced into the House by Congressman Ogden Reid. 2. In introducing hi amendment, Senator Case stated that over the past 20 years, T I have been funded to Radio Free Europe and Radio Liberty 1 CIA through covert means and without Congressional approval. Senator Case also noted the Presidential Committee' a recommen- dation in 1967, after the NSA disclosures, that no Federal covert assistance was to be provided any educational or voluntary organization. 3. The U. S. Information and Educational Exchange Act concerns the promoting of the U. S. image abroad through the dissemination abroad of information about the United States and the exchange of technical personnel with foreign countries.
