MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee
Re Enhanced Role of the DCI
When I briefed Mr. Slatinshek on the above subject he
remarked that the plan, as described, left a number of unanswered
questions, particularly regarding the Director's dual responsibilities.
He commented that it might be tidier if the President simply designated
Mr. Helms as Counsel to the President for Intelligence Matters. I
noted that this would indicate that Mr. Helms was giving up an active
role in directing CIA, and this apparently was not desired or contem-
plated, Mr. Slatinshek asked to be kept informed of further develop-
ments.
