SUBJECT: Transcript of the Laird, Johnson, Godley Testimony
Before the Senate Armed Services Committee on 22 July
I checked with the Director as to his judgment about leaving in
the transcript of the Laird, Johnson, Godley testimony before the Senate
Armed Services Committee on 22 July a statement by Secretary Laird
attesting to the legality of the transfer of funds to CIA for operations in
Laos and attesting further to the fact that the use of these funds was
known by the members of the Appropriations Committees as far back as
1962. The Director agreed that having this a matter of public record
would be useful and said he had no objection to its release. He felt the
final decision should be made by Secretary Laird, however, since it
was his testimony. He said if Laird was willing to release it he was.
