SUBJECT: Symington Subcommittee on Intelligence Duplication
hn a private conversation with me following this morning's
briefing of them by NSA, which they complimented highly,.
Lowenstein and Moose indicated that they thought the proper.
things to investigate in the duplication of intelligence
activities involved the careful exploration as to whether
the various collecting elements abroad were. tasked with
duplicating functions, Particularly, whether military
requirements as distinguished from national requirements
were undertaken in a way that resulted in duplication
was one area to be explored, Lowenstein said he would try
to have Symington focus on this, rather than on some-
less important aspect of the duplication process,
