JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Wednesday - 27 December 1972
1. (Secret - GLC) Jim Woolsey, Senate Armed Services Committee
staff, spent the morning at Headquarters receiving a strategic briefin from
Mr. Bruce Clarke and his staff. Later at lunch here with Messrs
he was most appreciative of the information given him
and the time of the briefers involved.
2. (Confidential - GLC) George Murphy, Joint Committee on Atomic
Energy staff, called today to let me know he had talked with General J. R.
Brickel, Deputy Assistant to the Secretary of Defense (Atomic Energy), about
statements made by their office to the effect that Murphy was putting pressure
on them to fulfill a request the Committee staff had made to DIA for a copy
of NIE 11-14. Brickel told Murphy their must have been some mistake, that
as far as he knew Murphy's name had not been mentioned. Brickel apparently
did indicate to Murphy, however, that they have such a request from Colonel
Seymour Shwiller, of the Committee staff, and said this was being taken up
through the Atomic Energy Commission.
3. (Confidential - GLC) At his request I dropped by the office of
Frank Slatinshek, Chief Counsel, House Armed Services Committee. He 25X1
gave me a copy of the F. A. S. Newsletter issue on the intelligence community
and asked if we would give him our comments on this issue as soon as possible
next week. I have asked Messrs. Thuermer, and
the offices of DDI, DDP, DDS&T, and General Counsel to review this material
and give me their advice as to the parts of the article which they feel are
appropriate for comment by their offices. These comments will then be
combined into a unified paper for Slatinshek.

4. (Confidential - GLC) Talked with Ed Braswell, on the staff
of the Senate Armed Services Committee, who said he would be unable
to come to the Agency tomorrow for the strategic briefing because of
the pressure of other work.
Braswell mentioned that in a recent conversation with him
Senator John Stennis (D., Miss.) had mentioned that he would like
Braswell to pull together pertinent material on the Agency's budget
presentation to the Committee. Senator Stennis anticipates the need
for this material in connection with the confirmation hearing on
I land other Committee requirements in the forth-
coming session of Congress. Braswell for our assistance in
providing him some material. OPPB, is pulling this
material together.
5. (Confidential - GLC) Mr. John Dickey, on the USIB staff,
called to say that the USIB staff of DIA had been in touch with Dickey's
office about a request they have received from the Joint Committee on
Atomic Energy for a copy of NIE 11-14. DIA stated that Mr. George
Murphy, of the JCAE staff, was contacting Mr. Walske, Assistant to
the Secretary of Defense for Atomic Energy, almost hourly on the status
of their request. After several conversations with Dickey and Murphy,
I advised Dickey that Murphy indicated to me that he had made no such
request to DOD and was interested in knowing to whom he was supposed
to have made such a request in DIA. Dickey is advising DIA that any
action on such a request should be directed to USIB through the Atomic
Energy Commission. {
