(Secret - GLC) I OSI, called to say they had been called by the Atomic Energy Commission regarding an inquiry AEC has received from Representative Jonathan Bingham (D., N. Y.) on the question of possible French violation of the nuclear test ban treaty. OSI is assisting AEC in the preparation of a reply and Newton wondered if our office had received a similar inquiry from Bingham. I told him we had not and cautioned against AEC's saying anything in its response to Bingham which could be attributable to the Agency on the issue of test ban violations. 5. (Secret - GLC) I I OSI, called to say the Atomic Energy Commission had been in touch with them about possible'classification down- grading of the testimony of CIA and DOD representatives before the Joint Committee on Atomic Energy on 2 February 1958. Horel was checking to see if we had a copy of the transcript of that session. I told him we would have to check our records and be back in touch with him. The transcript25X1 carries JCAE number MCCLIV. 25X1 6. (Confidential - GLC called ming I told that Jackson and a number of other senators would be traveling extensively in Europe and visiting some of our stations after the elections and that we planned to be in touch with them around the middle of next week .and would provide detailed guidance at that time. I gave him some suggestions for an interim reply to Ihowever. 7. (Confidential - GLC) Handcarried to David Martin, Senate Internal Security Subcommittee staff, a collection of foreign broadcast and other statements made by Soviet officials on the subject of Soviet military strategy and defense policy.
