Met with Mr. Frank Slatinshek, Chief Counsel, 25X1 House Armed Services Committee and discussed with him in general terms a CLARDS amendment that will be proposed in the forthcoming Congress. We discussed the quota for retirees and funding of unfunded liability in some detail. As an aside Mr. Slatinshek questioned the Secret classification of the cost estimate on the funding proposal, I briefed Mr. Slatinshek on the naval construction at Nikolayev. 8. Received from Mr. Thomas Gilroy, 25X1 OSA Security, copies of letter of 10 October to the President 25X1 of Harper & Row and his letter of the same date to Mr. Richard Harkness, of the White House committee staff on narcotics, concerning statements attributed to him by Alfred McCoy in the book The Politics of Heroin in Southeast Asia. Copies have been furnished to Messrs. Colby, Ex. Dir, , DDP/NARCOG, and David Martin, Senate Internal Security 25X1 Subcommittee staff, called and said that a short time agol had 25X1 arranged for a lady in the Agency to provide him with a map which was marked to show areas of Communist insurgency in Burma. Martin said they are now interested in placing in the record of General Walt's testimony a composite map which would indicate both the areas already occupied by the Communists and those which have been targeted for their takeover. I told Martin I would check withi on this and we would be back in 25X1 touch with him. Martin also asked if I had been successful in locating any information on the subject of international terrorism as described in a Newsweek article of 18 September. I told him I was working on this and would be in touch with him as soon as I have an answer for him. 10.
