Cline, House Judiciary Committee staff, concerning the phone call received by John Warner, OGC, from Mr. Cyril Smith, of the firm of Covington and Burling. Cline told me that he has also received a call from Mr. Smith but unless he is instructed to do so ban, he will not be meeting with 25X1 Mr. Smith on the case. Although he will be pleased to meet with Agency representatives at any time on the subject he has gone as far down the road in dealing with the 25X1 as he intends to go. The staff report listing the staff objections to the consideration by the House Committee was given 25X1 to the Chairman early in the year. I thanked Mr. Cline for the advice. Mr. Warner, OGC, has been advised. I also reviewed with Mr. Cline possible changes in the Committee structure under various contingencies in the forthcoming election. 13. He said the letter has just been brought. from Russia to the Senator. 16.
