On 4 August 1953, you transmitted to me a copy of the record of the hearings before the Internal Security Subcommittee in the case of together with a-copy of a resolu- tion of your subcommittee requesting the Director of the Central Intelligence Agency to indicate what portions of the record must be deleted in the interest of national security if the record were to be made public. Subsequently, in response to my letter to you of 5 September 1953, you authorized this Agency to make the record available to Mr. Scott McLeod of the State Department, under ap- propriate security safeguards, so that the record might be utilized in evaluating I uin accordance with the President's Execu- tive Order 10450 (Security Requirements for Government Em to ees). The State Department has now completed its evaluation in the Mr. Sourwine, of your committee staff, has requested the re- turn of the record, and it is forwarded herewith. In returning this record to you, I would like to re-emphasize the statement contained in my letter to you of 5 September 1953, that this record includes very complete testimony of both present and former employees of this Agency. This testimony covers highly classified matters involving the national intelligence effort of the United States. The importance of this material was recognized by Chairman McCarran and the subcommittee in classifying both the hearings and the record as Top Secret. As you have requested, we have reviewed this record to see what portions should be eliminated prior to any possible publication, and it is our conclusion that the security deletions would be so considerable as to render the remainder of the record comparatively meaningless.
