The Director advised that Senator Jackson (D. , Wash.) had indeed contacted him about having the Agency brief himself, Senator Allott (R. , Colo. ), and William Van Ness, of the Enterior Committee staff, on the Middle East oil situation. The Director said he told Jackson that Jim Critchfield, Special Assistant to the DDP, would be the man to do this but he instructed us to keep this "tamped down" until Mr. Critchfield was ready. 2, I Called Al Westphal, on the staff of the House Foreign Affairs Committee. I told him that the Director, as well as the rest of us here, was most appreciative of his efforts on our behalf in having the House conferees insert language into the Study Commission provisions of the State/USIA Authorization which would protect the Agency's prerogatives. 3. OGC, accompanied by OLC, met with representatives of the District of Columbia Tax Office at the request of Mr. George Mannina, Administrative Aide to Representative Gilbert Gude (R. , Md. ). The purpose of the meeting was an informal review of the appeal of-- I a former Agency employee, 25X1 for assessment of D. C. income tax for a two-year period during his employment by the Agency I During the time Agency representatives were in attendance at the meeting, the meeting was most cordial and friendly with a single request to for information concerning the nature of I I assignment (PCS) No further actionp?X1 is indicated. 5. Talked to Ralph Preston, House Appropriations Committee staff, who told me it would not be possible for him to meet with IC, and myself. He will try the first thing Monday to figure a time during the day. He will not be able until the first of the week to reschedule the visit to Headquarters for briefings by Drs.
