Approved For Release 2006/09/25: CIA-RDP74B00415R000200170013-4` sk t., 3 April 1972 MEMORANDUM FOR: Deputy Director for Intelligence Deputy Director for Plans Deputy Director for Science and Technology Deputy Director for Support Director of National Estimates General Counsel SUBJECT: Senate Request for Information on Executive Agreements with Foreign States Attached is a copy of a letter to the Director on the above subject from Senator Sam Ervin, Chairman of the Subcommittee on Separation of Powers of the Senate Judiciary Committee, dated 30 March 1972. I have discussed the problem with Messrs. Colby and Houston, and we have concluded that before we can recommend a response we must review all of our commitments, involvements and understandings that might reasonably be considered "executive agreements. " It is therefore requested that, in view of the 7 April deadline noted in Senator Ervin's letter, each addressee provide this Office no later than close of business on Wednesday 5 April copies of all documentary material within his purview representing an agreement with a foreign power, an organ of a foreign government or its official representative. For present purposes we will define the term "agreement" as involving some sort of ongoing obligation or commitment on our part. John M.
