I I Messra_ I I 25X1 met with Mr. Ralph Preston, House appropriations Committee staff, to update the material previously given to him concerning the Director's briefing outline of the community budget which is scheduled for 1 June. Mr. Preston will continue to try to schedule a separate briefing for the Agency budget but he is not hopeful at this time that time will be available between 1 June and final markup of the Defense Appropriation bill. I met later in the day with Mr. Preston and gave him copy #20 of the 1973 Agency budget book together with an explanation of the 1972 program changes. to Senator on Young, called to say that he had discussed with the Senator our problem with the amendment to the Foreign Relations Authorization Act (S. 3526) calling for a ten percent cut in the overseas personnel of certain agencies, and that Senator Young would be glad to support either a motion to strike the amendment or, if this failed, an exemption for CIA. Mr. Perle said he had not had an opportunity to discuss with Senator Jackson our conversation yesterday regarding an amendment to the Foreign Relations Authorization Act (S. 3526), but would do so at the first opportunity.
