Committee s ali , to advise him that we had been in touch with Senator Milton Young (R., N. Dak.) and with Bill Hildenbrand, Administrative Assistant to Minority Leader Hugh Scott, about H. R. 12652. I told him Senator Young had talked with Senators Fong and Hruska on our behalf and he plans to speak with Senator Scott this morning. I also told him it was Hildenbrand's impression that the Senate liberals plan to drop their support of Title II because of their concern that it would jeopardize the provisions of the bill extending the life of the Civil Rights Commission. I said we had also talked with Tom Korologos, White House staff, who indicated he was putting pressure on the conferees too. Hoffman said he was glad to get this information and added that Chairman Celler was having letters hand-carried to the Senate conferees today indicating that the conferees had the choice of either accepting a bill which was objectionable to the security agencies or. jeopardizing the continuation of the Civil Rights Commission. I asked Hoffman if he had gotten anything of substance from the Civil Service Commission and he said he had not. 6. 1 Called Ray Jacobson, Civil Service Commission, and asked him if he had any further word on H. R. 12652. He said he had just talked with Herb Hoffman, House Judiciary Com- mittee staff, and said they have been in touch with Bill Timmons, of the White House staff, who has focused on the Commission's problem with this legislation.
