Met with Bill Woodruff, Counsel, Senate Appro-
priations Committee, and briefed him on the details of the caseF 25
1
(see Journal of 2 August). Woodruff said he would prepare a response
Z- 1) for Senator McClellan to send which would be extremely brief, 25X1
avoid any discussion of the substance of letter, and try to avoid 25X1
encouraging any further correspondence from him. In response to my question,
Woodruff said he would recommend that on the basis 25X1
of correspondence with Senator McClellan.
Later in the day I learned that the Office of Personnel had received
a letter expressing interest in Agency employment and enclosing 25X1
the original of his letter of 28 July to the Director. I immediately advised
Woodruff who. said he now thought it appropriate for us to contact on 25X1
the basis of his direct correspondence with Mr. Helms.
I briefed Woodruff on a number of current intelligence items. See
Memorandum for the Record.
17. I Received a call from Jim Wilson, House
Science and s ronautics Committee staff, who told me that Representative
Larry Winn (R. , Kans.) will be travelling with Chairman Teague and will
be in attendance at the briefing tomorrow morning. He asked if it would be
agreeable for Mr. Dale Grubb, Associate Administrator for NASA for
Legislative Affairs, who will be travelling with them to sit in also. After
talking to Mr. Duckett, DDS&T, I called Mr. Wilson back and told him that
Mr. Grubb does not hold the necessary tickets (which, of course, are
controlled by NASA) and that his presence would inhibit the scope of the
briefing. Mr. Wilson thanked me.
18. Met with Jim Cline, House Judiciary
Committee staf, and reviewed with him some of the procedural aspects
of the Committee handling of H. R. 12652, the new Ervin bill. In essence,
Mr. Cline told me that all members of Subcommittee No. 5, which is
Chairman Celle is own Subcommittee, could be expected to be named by
.Mr. Celler as conferees on the measure.
