Monday - 7 August 1972
1. (Internal Use Only - JMM) William Woodruff, Counsel, Senate
Appropriations Committee, told me that Admiral Anderson "of the White
House" had called this morning to get in touch with Chairman McClellan
and McClellan was mystified as to who Anderson was. I told Woodruff I
assumed it was Admiral Anderson of PFIAB, but had no idea as to the
purpose of the Admiral's contacting the Senator.
2. (Internal Use Only - JMM) Called Bob Lockhart, Assistant Counsel,
House Post Office & Civil Service Committee, regarding the Senate amendment
attaching the old Ervin bill (S. 1438, guaranteeing the rights of privacy of
Federal employees) as a rider to the House bill extending the life of the Civil
Rights Commission. Lockhart noted that the rider would be subject to a
point of order regarding "germaness" but there were various ways of getting
around this. He felt we should try to get the bill defeated or amended in
conference rather than risk a floor fight.
3. (Internal Use Only - JMM) Discussed the above matter with John
Martiny, Chief Counsel, House Post Office & Civil Service Committee, who
said he fully appreciated our problems but the matter was out of his hands
and we would have to work with the House Judiciary Committee. He suggested
we get in touch with Herb Hoffman, of the Judiciary Committee staff, who is
actually handling the bill, or Ben Zelenko, General Counsel of the Committee.
4. (Internal Use Only - JMM) I land I met with STAT
Jim Cline, House Judiciar Committee staff regarding the Ervin bill problems.
Cline appreciated our problem but pointed out a number of uncertainties as to
