11. Ralph Preston, House Appropriations
Committee staff, called and asked if the Director could brief the CIA
Subcommittee on the community budget on 1 June if he could line up the
Subcommittee members. I told him I would check on this and be back in
touch with him tomorrow. STATSPEC
12. ) Robert Owens, in the office of Re-pres ive
Lester L. Wolff (D. , N.Y. ) called to request another copy o4 11'al
we gave them last week as they had misplaced their copy. I said I would check
on this and let them know.
13. A call was made to Mr. Anthony Mondello,
General Counsel, Civil Service Commission, concerning S. 3417, a bill by
Senator Moss (D. , Utah), to liberalize the Hatch Act. Hearings on the bill
are now being held by the Senate Post Office and Civil Service Committee.
T e CSC and the Administration are opposed to the bill as it unduly relaxes
the restraints on partisan political conduct and grants the states self-
enforcement of the Hatch Act. Mr. Mondello felt that the bill may possibly
pass the Senate but he doubted passage by the Congress. Consideration of
S. 3417 may force the Administration to submit its bill to Congress later
this month. (See Memoranda for the Record for 17 April 1972 and 9 May 1972.)
14. Met with Representative Frank Bow (R., Ohio)
and delivered the two sealed envelopes from the Director. Representative
Bow noted in rather personal conversation that he is looking forwarded to his
retirement at the end of this session and will be glad to be away from the
frustration that is increasing in congressional business. He will be retiring
to an active business-type life.
15. Delivered to Miss Helen Mattas, House
Foreign Affairs Committee staff, a copy of the China atlas.

Security Policy and Scientific Developments Subcommittee staff, and made
final arrangements with him for tomorrow's meeting with Mr. Carl Duckett,
