6. (Unclassified - GLC) Talked with Marshall Wright, Deputy
Assistant Secretary of State for Congressional Relations, regarding the
material he might need from us for this afternoon's meeting in the White
House on the State/USIA authorization bill. Wright said he had decided
not to follow the procedure suggested in Tuesday's meeting and recommended
I merely bring to the meeting any papers we had bearing on the subject. I
reviewed briefly with him our position on the sections having to do with the
dissemination of information and ceilings on the number of U. S. personnel
abroad. Wright felt there was nothing in our position regarding dissemination
of information which would be troublesome to USIA although USIA might want
to take a stronger position which would also encompass our needs.
7. (Confidential - GLC) I ladvised Mr. McCone did not 25X1A
expect to be in the area during the period o t e Foreign Relations Committee
hearings on the Cooper bill, S. 2224. Furthermore it appears that the
inquiry which Mr. McCone received concerning the possibility of his testifying
on the bill was very informal.
8. (Secret - GLC) I DC/FE, and I went to the Senate25X1A
Armed Services Committee room where we reviewed the excision which DOD
proposed be made in the testimony of Warren Nutter and Bill Sullivan before
the Committee on the funding of irregular forces in Laos. We confirmed that
all of the changes which had requested had been made by DOD
and we made several additional excisions in the text.
Later in the day I conferred again with Ed Braswell, Chief Counsel of
the Committee, on the question of the wisdom of making public the details of
these funding arrangements. Braswell said he would discuss this aspect of
the matter with Chairman Stennis.

1. (Internal Use Only - JGO) Met with Mr. William Hogan, House
Armed Services Committee staff, who told me that the Committee will be
meeting with Navy representatives on Monday and will be marking up the
procurement bill the remainder of the week. Further meetings of the Nedzi
Subcommittee will not be scheduled until after the completion of the
procurement bill markup. Mr. Hogan will call me as soon as he has the
green light from Chairman Nedzi.

3. (Confidential - JGO) Met with Mr. Arthur Kuhl, Chief Clerk,
Senate Foreign Relations Committee, who told me that the hearings on S. 2224,
the Cooper bill relating to the furnishing of intelligence information obtained
by the Central Intelligence Agency, will resume on Monday. The witnesses
are Mr. Raoul Berger, who was identified as "expert on executive privilege"
and I"formerly in charge of security of CIA and currently
a consultant to banks on security. " Mr. Kuhl also noted that the Committee
will probably consider a course of action. to be followed by the Committee
concerning overseas activities of American business and the International
Telephone and Telegraph Corp. C/WH Division, has beer25X1A
4. (Internal Use Only - JGO) Talked to Pat Holt, Senate Foreign
Relations Committee staff, concerning the identification of on ttSX1A
agenda for Monday's hearing on S. 2224. Mr. Holt told me that the above
identification would not go into the Record but that the Chairman would introduce

supervising security arrangements. I thank Mr. Holt and told him this would

and Cabinet Members of Foreign Governments" reference aid for their use
if they wish to forward the material to the instructor who is interested in
obtaining educational material for her Historia de las Americas class.
6. (Unclassified - RJK) Delivered to the offices of Senators Mike
Mansfield (D., Mont.), George McGovern (D., S. Dak.) and Edward Kennedy
(D., Mass.) STATSPEC
7. (Unclassified - RJK) Delivered China atlases to Lynn Wanluns,
in the office of Senator John Sherman Cooper (R. , Ky. ), and Rita Curtin,
in the office of Senator Mike Mansfield (D. , Mont. ).
8. (Unclassified - PLC) The Subcommittee on Public Buildings and
Grounds of the House Public Works Committee was called today concerning
the status of H. R. 10488. The Bill concerns GSA responsibility for public
buildings. A staff member advised that the Bill was now before the Rules
Committee for a decision to place on the consent calendar for House consider-
ation next week. The committee report has not been published and it was
hoped that it would be published by Monday. f Logistics waT5X1A

9. (Confidential - JMM) Representative Charles Gubser called to say
that in checking his correspondence in the case (see Journal of 12 April)
it appeared that I OSI, had been invo ve in the matter from the Agency
side. I told Mr. Gubser that it was my understanding we had found
proposals of dubious value and had no intention of following up on them so25 1A
as free to exploit them however he wished. However I said I would
check with and confirm this. I since talked to who2 X11A
review the matter with Mr. Duckett.

Committee staff, and discussed with him the action the Committee would take
on H. R. 9900. Mr. Willian said they planned to report the bill out without
any changes and gave no encouragement on the possibility of amending it to
accommodate the Agency's needs. See Memorandum for the Record.
10. (Confidential - GLC) David Martin, Senate Internal Security
Subcommittee staff, called to advise that the Subcommittee would be going
to press very shortly with the publication of the Nkrumah documents using
a letter which they had obtained from the Department of State to support
their authenticity. He said this publication would start a new series to be
entitled "Communist Global Subversion and American Security. " This
specific document would be entitled "Attempted Communist Subversion of
Africa Through Nkrumah's Ghana. " Martin added that as soon as he finished
writing an introductory commentary he would get a jacket number from GPO
which he would pass on to us in the event our people wanted to "ride the
jacket. "
11. (Secret - GLC) In response to his request yesterday, I told
James Gehrig, Staff Director, Senate Space Committee, that Col. McConnel
has a TK clearance and Capt. Donald Jarrell has al learance and 25X1A
that we were unable to find any record through DO o compartmented
clearances for Major Harold Caylor. Mr. Gehrig expressed surprise that
we could not confirm a clearance for Caylor since he had been told by
John Foster's people that these three men would be briefing him at the
TK level. I suggested to Gehrig that he trace this back through his contact
in Foster's office if he wanted to pursue it further.
12. (Internal Use Only - RJK) Delivered the Director's reply to an
inquiry made by Senator Sam J. Ervin, Jr. (D., N. C.), Chairman of the
Subcommittee on Separation of Powers of Senate Judiciary Committee.
13. (Internal Use Only - JGO) Talked to Mr. Gordon Murchie, USIA,
who told me that he had not yet forwarded the question pertaining to Agency
control of RFE and RL set fort- . -.,ig listing received from Senate
Foreign Relations Committee. I toiq Mr. Murchie I would call him as soon

7. (Confidential - JMM) Talked to Mr. Fred Fielding, in the White
House, and reminded him that we are anxious to respond to Senator Ervin's
letter, deadline tomorrow (7 April), and we wanted to know whether we were
safe in saying that any agreements involving the Agency would be reported
by the State Department. Fielding said it had been the original plan for State
to respond for all concerned along these lines, but a slight problem developed
which he hoped could be ironed out by tomorrow. He suggested language such
as "all the agreements in which the Agency had participated" would be
reported by State. I said we would draft some specific language and check
it with him tomorrow. He said by that time he hoped the Administration's
position would be firmed up.
8. (Secret - JGO) Met with Mr. Drury Blair, Senate Immigration 25X1 C
and Naturalization Subcommittee staff, and gave him a biographic sketch
and updated justification and assessment concerning
In response to his earlier question, I told him that the ency
representatives were familiar with the fact that had 25X1C
travelled outside the country to Spain returning a ou the irs wee in
March but that we had no knowledge of the business of the trip or the
procedures used to clear the travel through the Department of State.
Mr. Blair noted that he did not think that the Agency was involved in the
travel arrangements and since we have no further interest in the case, he will
not pursue it. See Journal of 25 January 1972.
9. (Confidential - JGO) Met with Mr. Robert Lockhart, House Post
Office and Civil Service Committee staff, and told him that the Agency had
been in contact with Mr. Edward A. Schroer, of the Civil Service Commission.
There was no intent on the part of the Commission to include the Agency in
Sections two and three of the Federal Executive Service bill, H. R. 3807.
We are assured that the Chairman will make appropriate reference for
exclusion of the Agency in his testimony before the Committee-presently
scheduled for 13 April. Mr. Lockhart told me that Representative Wilbur
Mills (D. , Ark.) had written the Committee requesting exemption for the
Internal Revenue Service from the provisions of H. R. 3807. A copy of
Representative Mills' letter has been forwarded to the Civil Service Commission
with the suggestion that this matter also be included in the Chairman's
presentation on the 13th. Meeting of the full Committee is scheduled for
20 April with the Hanley bill well down in the list of items for inclusion in the
agenda.

9. (Unclassified - RJK) Delivered a suggested reply to Dale
Southerland, on the staff of Senator Abraham Ribicoff (D. , Conn. ), in
response to questions a constituent, Alan Kleiman, had asked concerning
the Agency's providing funds to students in return for information.
Mrs. Southerland said the reply would be adequate.
10. (Unclassified - LLM) Libby Reynolds, in the office of
Representative Jack Kemp (R. , N. Y. ), called and said that the 18th had
been selected as the tentative date for the breakfast-briefing of Kemp and
his colleagues, and that she will give us a progress report early next week
when the members return from the Easter recess.
11. (Internal Use Only - JGO) Received a call from Mr. Gordon
Murchie, USIA, who told me that the Director of USIA has received a listing
of some 90 questions from Chairman Fulbright, Senate Foreign Relations
Committee, as a followup to their appearance before the Committee. The
two questions that require Agency assistance in answering ask, in effect,
the date when USIA was told of CIA sponsorship of the Radios. I told Murchie
that in effect USIA would have been on constructive notice from the beginning
since this was a responsibility that was determined at the policy level of
Government. Mr. Murchie will forward a copy of the appropriate questions.
I told him we will advise after we have reviewed the questions.
12. (Confidential - JGO) Received a call from Mr. David Martin,
Senate Internal Security Subcommittee staff, who told me that the Committee
has received a very helpful letter from the State Department that will be used
as an introduction in the publication of the Nkrumah articles. He asked if
we could provide a second copy of the articles which is necessary for publication.
If the additional copies are not available, they will have to xerox. I told him I
would relay the question and be back in touch in the morning. See c?f5XlA
