Approved For Release 2007/02/07 : CIA-RDP74B00415R000300200004-9 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Thursday - 22 June 1972 1, I Frank Slatinshek, Chief Counsel, House Armed Services Committee, called to say that Chairman Lucien Nedzi, Intelli- gence Subcommittee, would like an updated briefing on Vietnam preparatory to next week's debate on the Procurement bill. He said this debate would be hectic, possibly involving a "date certain" amendment to end the war. He said Nedzi would like our briefing to cover the military situation in Vietnam, the political situation and the peace negotiations. I explained we were not competent to testify on peace negotiations. He said he would at least like to get anything we had on such things as the Podgorny visit to Hanoi, etc. L. asked if he wanted us to cover anything else besides Vietnam and he left that up to us. I said probably George Carver would provide the briefing. 2. I Ed Braswell, Chief Counsel, Senate Armed Services Committee, called to ask if the Director could appear Monday, 26 June 1972, at 10:00 a. m. before the full Senate Armed Services Committee to brief on SALT. After checking with the Director's office,. I called back to say the Director would be there and Braswell confirmed the time and date. He also indicated the possibi lity they might want to call the Director back to finish up later in the week if the Monday schedule didn't permit enough time to cover the whole subject. 3. of FE Division, called this morning and informed us that Ambassador Sullivan, of State Department, is opposed to the acceptance of Senator Case's compromise to the Dominick amendment on S. 3390. Sullivan's objection is based on the fact that the amendment would still run contrary to the Nixon doctrine of encouraging regional assistance among nations in Southeast Asia. Dadded that State plans to bring this item up at the WSAG meeting this morning. Mr. Maury contacted the Director at the White House prior to his going into the WSAG meeting and briefed him on the reasons for our recommending the acceptance of the Case compromise and of the pitfalls of either a lengthy debate or a secret Senate session on the amendment. We later learned that the Administration is in favor of holding out for striking out the entire section. I _J In response to his earlier call and based upon the advice of I called Jim Cromwell, Administrative Assistant to Representative Jack Kemp (R. , N. Y. ), who is interested in recent statements by North Vietnamese leaders quoting U. S. domestic dissent on the prisoner of war problem for -use-by by Mr. Kemp on the House floor tomorrow. I told Cromwell there were no such recent statements on North Vietnamese media but referred him to the Department of State explaining that such statements may normally be made by North Vietnamese representatives at Paris at press conferences. I also suggested he contact Dr. Thach, House Internal Security Committee staff, who has done research in a related area in connection with hearings by that Committee. 25X1A "-,,-JOHN M. Hand-carried to Bill Woodruff, Counsel, Senate Appropriations ommi ee, a Reserve withdrawal letter dated 12 June 1972. In response to a call from John Goldsmith, Senate Armed Services Committee staff, Messrs. Maury and Cary briefed Ed Braswell and Jim Woolsey, of the Committee staff, in connection with press reports alleging the U. S. was conducting commando raids into North Vietnam. The staff members said they propose to make no comment on these reports. 8. I Picked up from the Joint Committee on Atomic Energy copy number 10 of the Director's prepared statement for his briefing on 13 June 1972. 9. Called Mr. Bill Ashworth, Senate Foreign Relations Committee staff, and told him that the Director would include an update briefing on Soviet strategic weapons on Tuesday, 20 June. I also told Mr. Ashworth that Mr. Maury had arranged for-Mr. Ashworth to be briefed- personally here at Headquarters at 3:00 p.m. tomorrow. (Mr. Bruce Clarke will conduct the briefing.) We are checking on Mr. Ashworth's clearances. 10. r. William J. Van Ness, Chief Counsel, Senate Interior Committee, called to say that Senator Henry M. Jackson would be having some meetings with Agency representatives regarding Middle East oil. He said he would be sitting in on these meetings and wanted to know if his top secret clearance would be sufficient. I said I knew nothing of such meetings and would have to check. I said that if such meetings did take place, however, I was sure that top secret clearance would be sufficient. I told him someone would be in touch with him on this. Ashworth said this would be fine but he hoped the Director might also bring the Committee up-to-date on recent develop- ments regarding Soviet strategic weapons. Director. I said I would raise this with the Ashworth said he was handling the SALT matter for the Committee staff aryl would like to get himself briefed on matters regarding the Soviet strategic picture prior to the hearing and wondered if there was someone in the Agency he could talk to for this purpose. I said I would let him know. Committee staff, visited Headquarters and met with Mr. Harry Little, Deputy for Information Processing, ISD, and Mr. O'Neill as a followup to Chairman Fulbright's letter of 16 May requesting access to OSS files on Indochina. See Memorandum for the Record. and Jim Woolsey, Senate Armed Services Committee staff, and talked with them about getting a floor manager for an amendment to strike section 515 of the Foreign Assistance Authorization bill (S. 3390) now pending on the Senate floor. This section would preclude the use of U. S. funds for financing military operations by third country nationals in Laos, North Vietnam, and Thailand. The staffers indicated Senator Stennis was too overloaded to take this on and suggested we look elsewhere for help on this. We subsequently talked with Senator Peter Dominick (R., Colo.) who, although also overly committed in handling legislation on the floor, agreed to introduce an amendment to strike section 515 on the condition we would get Senators Cannon and Byrd (of Virginia) to work with him in handling this on the floor. Messrs. Charles Kendrick and Jim Robb, of the Senator's staff, will be handling this for him and we agreed to provide them with a package of material on the legislation tomorrow morning. Met with Mr. Ralph Preston, House Appropriations Committee staff, who told me that he is hopeful that he will be able to work out a time to visit the Agency for briefings by Drs. Steininger and Proctor late in the week or early next week. I briefed Mr. Preston on the current situation resulting from the bombing of North Vietnam. 7. I IIn accordance with Committee rules, I delivered to George Murphy, Joint Committee on Atomic Energy staff, an advance copy of the Director's prepared statement for his briefing of the Committee tomorrow. I also made final arrangements with Murphy for the Director's appearance. 8. Talked with Bill Woodruff, Counsel, Senate Appro' i priations Committee, who suggested that we provide the Committee for its files information on the number of Woodruff felt it would be useful for the Committee to be in a position of having this information in connection with Senator Proxmire's concern about the use s pulling these figures together. 9. Delivered a China Atlas to Jim Williams, 25X1 on the staff of Representative Ray Roberts (D., Tex. ), per his request. 11.
