Dear Mr. Cox:
In hi:s letter of February 11, Richard Helms, Director of
the Central Intelligence Agency, has recommended that I contact
you to learn what actions are now taking place under the auspices of the
CIA regarding narcotics, what actions have taken place in the past,
together with their results, and what the future plans of the CIA
are in the area of international drug control.
I am, of course, interested in the activities of the Cabinet Committee
on International Narcotics Control, but at this time I am interested
only in the one agency and its programs with and independent of the Committee;
specifically in the role of the Central Intelligence Agency in the
war against narcotics production, processing and trafficking.
I appreciate your attention to this matter and am hoping to
hear from you soon. I am enclosing a copy of Mr..Helms' letter
for your information.
