Legislative Assistant to Senator Charles McC.Mathias 25X1A (R. , Md. ), called about the discussion on the floor of the Senate yesterday concerning Senator Cooper's bill (S. 2224) which would amend the National Security Act to require the Agency to keep the Congress informed with regard to intelligence information collected by the Agency and the Agency's analysis of this information. Senator Mathias supported Senator Cooper 25X1A in introducing this legislation and Owanted to discuss the ramifications 25X1A of it with me. Later in the day I talked with 0 and gave him some 25X1 reactions to this bill which I made clear were strictly my personal feelings which should not be interpreted as Agency views. See Memorandum for the Record. 3. Walked with Colgate Prentice, in State Department, and relayed to him the substance of my conversation with Mr. Ralph Burr, of OMB, on the Church and Badillo bills (S. 1887 and H. R. 8371). Prentice agreed not to push a State Department response on this and to develop some arguments against the legislation which could be submitted to Burr per his suggestion. Prentice also referred to the bills introduced by Senators Cooper, Case, and McGovern yesterday and we agreed that perhaps the whole package should be the basis of a discussion by the Legislative Interdepartmental Group. He expressed himself as a staunch supporter of the necessity for Agency secrecy, indicated that he had been in the cryptographic field, and that he was opposed to the efforts of congressmen who were trying to undermine the constitutional authority of the President to conduct foreign affairs. I told him that I would have no comment on the proposed legislation and that, as he well knew, the Executive Branch has a specific process for coordinating the views of departments and agencies on proposed legislation. I terminated the conversation by offering to send him a copy of the Agency brochure to answer some of the questions he had raised and he appeared to be genuinely appreciative. Mr. Goodwin has been advised. obtained his concurrence to our revision of OMB's substitute language for our report to Chairman Hebert on H. R. 3578, Temporary National Security Commission. Burr ultimately deferred to our judgment to confine our comments to the Agency's interests and responsibilities (Burr tends to take an extremely broad view of the Agency's authorities and responsibilities under the National Security Act). 25X1 6.1 Called Maynard Toll, in the office of Senator Edmund Muskie, to say I had not had an opportunity to discuss with 25X1A the Director the Senator's request for an Agency-sponsored study, but hoped to do so shortly. Toll said the Senator was quite impatient and said we could expect him to "make some nasty public noises" on the subject if he did not receive a satisfactory reply by Monday. Met with Bill Woodruff, Counsel, Senate Appropria i ee, and briefed him on several current intelligence items including ChiCom MIG-19 production, latest information on the "Back- fire" bomber, the Soyuz 11 problem, the nuclear test on 30 June, and the tions Committee staff, and firmed up arrangements for the Director's meeting with Chairman Mahon tomorrow morning and our budget hearing next Tuesday, 13 July. Both meetings will be held in Room H-140 of the Capitol at 10 a. m. No transcript will be taken at either of these sessions. 10. In a telephone conversation I explained to Senator John Stennis that the Director wished me to consult him about two problems, one involving a request from Senator Proxmire for the Director's appearance before an open session of the Joint Economic Committee, and one involving a request from Senator Muskie for an Agency- sponsored 0 study. Senator Stennis said he would call me later to fix a date for a meeting but in the meantime wanted to tell me he was concerned about Senator Cooper's bill to make CIA information available to the Senate as a whole, and wanted to speak against this bill, and at the same time pay tribute to the Agency. He asked that we prepare material suitable for this purpose to be available early next week. Discussed with Ed Braswell and John Ticer, Senate Armed Services Committee staff, Senator Stennis' request for material for a speech regarding the Agency.
