Tuesday - 22 June 1971
1. (Unclassified - DSB) Received a call from Mr. Bruce Barr,
staff member of the Senate Republican Policy Committee, requesting a
copy of the Director's speech before the American Society of Newspaper
Editors. A copy was sent.
2. (Internal Use Only - JGO) Met with Mr. Richard Barton,
Employee Benefits Subcommittee staff, House Post Office and Civil Service
Committee, who told me that the Committee review of the Civil Service
Commission "Oliver report" on classification standards has been put over
until after the July recess. He said that legislation on the subject is not
anticipated before the Committee before next March or April. He suggested
that in the meantime it would be well to work directly with the Civil
Service Commission to be sure that in the drafting of legislation that
exemption for the Agency and any other necessary organs of the intelligence
community be set forth in the original legislation forwarded to the Hill
by the Administration. He noted that although the draft report suggested
that the Agency should be included in future legislation, it is his understanding
that Mr. Oliver has talked to Agency representatives and hopefully this
point is being resolved by direct contact with Mr. Oliver and the Commission.
3. (Internal Use Only - JGO) Met Mr. Benny L. Kass, former
Counsel on the House Government Information and Foreign Operations
Subcommittee, by chance in the corridor at the Capitol. Mr. Kass told
me that he is filing suit tomorrow on behalf of Representatives John Moss
(D. , Calif.) and Ogden Reid (R. , N. Y.) against Melvin Laird under the
Government Information Act. He said he couldn't give me any more
information this morning since he is acting as private counsel but that
he is sure that the Agency would be interested in talking to him about the
matter after the action has been filed. Mr. Houston, General Counsel, has
been advised.
