(Unclassified - DSB) Received a call from the office of Representative James T. Broyhill (R. , N. Car.) requesting a personnel interview for a constituent. After checking with Mr. Office of Personnel, I informed them that an appointment bad been set up for tomorrow morning, 10 June 1971, at 11:15 a. m. 2. (Internal Use Only - LLM) Called Victor Zafra, OMB, to check on the status of our proposed Retirement Act amendments and he acknowledged that while they had received the material from us on 29 April, for some reason OMB did not send it out for comment of other agencies until 13 May. He said unless we hear earlier from him, we should call him again on 24 June and he will gig the reporting agencies to get their comments. 3. (Unclassified - LLM) In response to her request of yester- day, called Miss Laura Aidt, in the office of Representative Robert T. Stafford (R. , Vt. ), concerning employment possibilities for a Spanish/ French translator. It was agreed that we would send her Agency applica- tion forms and brochures. I told her she might also want to check with U. S. JPRS. Miss Aidt was most appreciative. (Confidential - JGO) Met briefly with Mr. Arthur Kuhl, Chief Clerk, Senate Foreign Relations Committee, and told him that we had received a request for the transcript of the Director's appearance on 5 May 1971 concerning Brazil for ostensible delivery to the Committee offices in the New Senate Office Building. Mr. Kuhl thanked me for the advice and told me to have it delivered to the main Committee room, S-116, and he would handle it in accord withthe established procedures. 6. (Confidential - JGO) Met with Mr. Ralph Preston, House Appropriations Committee staff, and reviewed with him Chairman Mahon 's letter to Representative David Henderson (D. , N. Car. ), of the House Post Office and Civil Service Committee, of 30 June 1970 concerning full exemption of CIA from the Ervin bill and gave him a draft of a possible letter to Chairman Thaddeus Dulski (D. , N. Y. ), of the House PO&CS Committee, concerning similar legislation presently under consideration in the Committee. Mr. Preston will discuss the proposed letter with the Chairman and advise me. 7. (Confidential - JGO) Met with Mr. Richard Barton, Employee Benefits Subcommittee, who told me that he feels that Chairman Hanley is convinced at present after this morning's meeting of the need for full exemption for the Agency from whatever measure is approved by the Committee relating to invasion of privacy of Federal employees. He was also impressed by the amount of time the Director gave to the Committee. Mr. Barton told me that Mrs. Myers, who handles the Committee records, is away for the next two days and that he will check the various application, psychological, and other forms in the possession of the Committee as soon as she returns on Monday. He believes each of the forms covered in this morning's meeting is already in Committee file. He noted, in passing, that there will be very little action on the bill pending the executive session of the Subcommittee on Wednesday, 23 June, which would be the first occasion the Committee will have to discuss the bill and to instruct the staff. There are other items of some importance on the agenda for that session that could limit the time available for Committee discussion and cause it to go over to the next executive session. (Secret - JGO) Met with Messrs. John Blandford and Frank Slatinshek, House Armed Services Committee staff, who told me that Chairman Hebert will need an Agency budget briefing for himself and Mr. Arends in anticipation of going to the floor probably on Tuesday, 15 June, with the Defense appropriations authorization bill. Upon checking with Chairman Hebert, it was determined that he will be out of the city from Friday through Monday and the only time available tomorrow to meet with him and Mr. Arends is 9:15 a. m. After checking with the Director and Colonel White, the meeting was confirmed with Miss Alma Moore, of Chairman Hebertrs staff. I relayed the Director's apologies for not being able to meet with the Chairman in the morning and told her that Colonel White, Cord Meyer, ADDP, John Clarke, OPPB, and Jack Maury would be at the Chairman's office at 9:15 a. m. 9. (Confidential - GLC) Frank Hand, of DOD, called to say that General Lawrence informed him DOD has been asked to testify before the Muskie Subcommittee (Laird on 16 June and Foster on 17 June) and he wondered whether the Director has been asked to appear also. I told Hand an informal request had been made but we had replied there were no significant changes since the Director's testimony before that Subcommittee on 29 March. See Journal of 7 June. 10. (Unclassified - GLC) Representative Morris Udall (D., Ariz. ) expressed his apologies and embarrassment for missing the breakfast meeting with the Hanley Subcommittee this morning. He said he had looked forward to the session for some time. I told him we would be happy to get together with him privately and review the substance of this morning's meeting. 11. (Confidential - GLC) Bill Woodruff, Counsel, Senate Appropria- tions Committee, called and said unless he was overruled we should start our budget session Friday morning without a shorthand reporter, but should be prepared to change this on a crash basis if necessary. He added that he would take notes and he would like a copy of Mr. Maury's notes also. (Unclassified - GLC) Lee Williams, Administrative Assistant to Senator J. W. Fulbright (D., Ark.), called and asked if I would drop by his office tomorrow to give him some advice on a matter. I told him I would come by in the morning. 13. (Confidential - JMM) Phil Trimble, staff of Senator Muskie's Subcommittee on Arms Control, International Law and Organization of Senate Foreign Relations Committee, called to say that on the basis of staff discus- sions it was clear that Senator Muskie was anxious to work something out regarding the Director's appearance on 15 June. He said that they very much hoped the Director could appear briefly on that day, probably late in the morning since ACDA Director Smith was appearing at 10:00 a. m. He suggested the Director might appear around 11:30 a. m. or 12:00. I said I would have to consult the Director and call him back. He said he hoped for an answer by no later than late tomorrow morning. On the Director's instructions, I called Trimble back to say the Director still had some problems with Senator Muskie's request and would like me to discuss them with the Senator personally as soon as convenient. Trimble said he would try to arrange this for tomorrow. 14. (Confidential - JMM) Attended the Legislative Interdepartmental Group meeting in the White House at which Radio Free Europe/Radio Liberty and the Symington amendment putting a ceiling on U. S. expenditures in Laos were discussed. See Memo for Record for details. 15. (Confidential - JMM) Representatives Hanley, Brasco and White of the Employee Benefits Subcommittee of House Post Office and Civil Service Committee, breakfasted at Headquarters and were briefed on our problems regarding the Ervin bill by the Director, Colonel White, Mr. Coffey, Mr. and Mr. Maury. 25X1A cc: -JOHN M.
