1. (Internal Use Only - MMC) Lisa Gerard, from the Office of
Management and Budget, called to advise that they were giving a "no
objection" clearance on our proposed report to Chairman Hebert, House
Armed Services Committee, on H. R. 1600, a bill "To amend the Central
Intelligence Agency Act of 1949 to prohibit the Agency from contributing
funds to domestic organizations. "
2. (Internal Use Only - RJK) Delivered to the offices of Senators
Mark Hatfield (R. , Oreg.), George Aiken (R., Vt.), George McGovern
(D., S. Dak.), Mike Mansfield (D., Mont.), Strom Thurmond (R., S. C.) .and
J. W. Fulbright (D., Ark.) in which their names were mentioned.
3. (Unclassified - RCR) In response to her request, sent five sets
of employment applications and brochures to Willa Rawls, in the office of
Representative Silvio O. Conte (R. , Mass. ).
4. (Unclassified - JMD) In response to a request from the office
of Representative Walter S. Baring,, arranged a personnel interview for

5. (Confidential - GLC) Bill Woodruff, Counsel, Senate Appropriations
Committee, called and said he thought Monday, 7 June, would be a good date
for our budget session and added he would let us know if he ran into any
difficulty on this date. He said his present plan is to have the Director cover
the community and Agency budgets in the morning of the 7th, continuing into
the afternoon if necessary; having Froehlke Tuesday morning, DIA Tuesday
afternoon, and finishing with satellite programs on Wednesday. See Memo
for the Record.
Met with Woodruff later in the day and talked with him about arrange-
ments for a meeting with John Clarke (D /PPB ), James Frey (OMB), and 25X1 C
Ralph Preston (House Appropriations Committee staff) regardin the Radios.
Woodruff brought up the subject of Senator Case's disclosure
and asked for a paper on the subject. See Memo for the Record.

6. (Confidential - GLC) Talked with Assistant Secretary of State for
Congressional Relations David Abshire about the impact of Senator Case's
disclosures concerning the Radios, Thai troops in Laos, and other matters.
Abshire had some thoughts on the subject but suggested that nothing be done
until the Radios bill has been successfully handled in the Senate. See Memo
for the Record.

8. (Internal Use Only - GLC) Roger Mills, in the office of Representa-
tive Charles Rangel (D. , N.Y.), called and asked if we could give them any
help in handling an inquiry they had received on alleged CIA involvement in
drug traffic in Southeast Asia. I told Mills that the allegations contained in
the Ramparts article on this subject were not true and alluded to the cooperation
we have been giving the Bureau of Narcotics and Dangerous Drugs and told him
I would have somebody give him some written material on this, as he requested,
tomorrow.
9. ( Unclassified - LLM) Miss Carolyn Cohen, in the office of
Representative Frank Thompson (D. , N.J.), called. on behalf of her brother
who is a former pilot with TWA to learn if the Far. East Aviation Service,
which advertised in Aviation Week, was associated with the Agency. I
explained the standard "no comment" policy and suggested that if her brother
were truly concerned about finding out more information about this company
that he try Government agencies associated with the airline industry, such as
FAA or CAB which she agreed made sense. In response to her request,
Agency application forms and brochures were sent to her.
10. (Internal Use Only - LLM) In response to his inquiry of 24 May,
spoke with Hendrick Gideon, Senate Subcommittee on Executive Reorganization
staff, and told him that the managerial communication problem of interest to
him was not a proper concern for the Agency in the context of Reorganization
Plan No. 1 and that a meeting with Agency officials as proposed by him would
not serve any useful purpose. In connection with his interest in obtaining a
better understanding of the intelligence community, I offered to drop by
some material.

11. (Unclassified - LLM) Mrs. Mabel Downey, in the Senate Sub-
committee on Criminal Laws and Procedures, advised that the hearings on
the recommendations by the National Commission on Reform of Federal
Criminal Laws will resume sometime in July and suggested that I be back
in touch with them in a week or so when Chief Counsel, G. Robert Blakey,
will be back in the office to discuss with him the prospects of the proposed
legislation.
12. (Unclassified - JGO) Received a call from Mr. Floyd, of the
reporting firm of Ward & Paul, who advised that the transcript of Monday's
Senate Foreign Relations Committee hearings on legislative proposals
for funding RFE and RL is ready for pickup the first thing tomorrow morning.
13. (Confidential - JGO) Talked to Mrs. Lois G. Myers, Employee
Benefits Subcommittee staff, who told me that Representatives Brasco
(D., N. Y. ), Hogan (R. , Md. ), and Powell (D. , N. Y.) are the Subcommittee
members to be picked up at the Cannon Building on Wednesday, 9 June, for
breakfast meeting at the Agency. The other members will be driving their
personal cars.
14. (Confidential - JGO) Talked to Mr. Ralph Preston, House
Appropriations Committee staff, and scheduled a meeting in his office with
Messrs. Woodruff, Senate Appropriations Committee staff, Clarke, OPPB, and
James Frey, of OMB, for 10:00 a. m. Thursday, 3 June, to review OMB
proposals for funding RFE and RL.
15. (Unclassified - JGO) Received a call from Miss Jean Smith,
House Foreign Affairs Committee staff, who requested that Mr. Clifford
Hackett, a new Committee staff member who will be working with the
European Subcommittee, be placed on distribution for the

Swann, Administrative Assistant to F. Edward Hebert (D. , La. ), concerning
Agency summer employment opportunities. Mrs. Swann said she was quite
sure that we would not have an open program due to security considerations
but that she has had several requests from constituents in recent days.

17. (Secret - JGO) Met with Mr. Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, and discussed H. R. 8371, a
bill "To amend the National Security Act of 1947 to specify certain activities
in which the Central Intelligence Agency may not engage. " Mr. Slatinshek
said the Committee has requested our views and recommendations but that
in this instance it might be good to delay actual response to the Committee
at least until the Defense bills have cleared the floor of the House so that
questions concerning the status of the bill could be answered simply that
reports have been requested. Mr. Slatinshek would also appreciate it if
we would review our response with him in draft prior to final answer.
Mr. Slatinshek again mentioned the various security leaks in the press that
have occurred such as the quotational statements given in executive session
concerning Thai troops. He told me that the Committee anticipates some
rather stiff questioning on the floor of the House possibly generated by some
of their own members and asked that we add a fourth question to the ones
given Mr. Maury and yesterday. He asked that we provide a
brief rundown of every Agency program where we are involved in the
organization, financing, and operation of overseas activities. He indicated
that although the present emphasis is on Indochina, they would appreciate
advice on such activities worldwide so that the Chairman can be forewarned.
I told Mr. Slatinshek that I would relay the Committee's request.
I briefed Mr. Slatinshek on the following items: Soviet sub tender in
the Caribbean; Soviet communication satellites; pending major Soviet space
operations; Soviet missile warhead deployment; North Vietnamese advances
on Route 9 in Laos; and new ChiCom submarine, space tracking facility and
MIG 19 production.
18. (Secret - JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me that Chairman Mahon recast the schedule of
hearings for the Committee to complete Defense hearings, if at all possible,
by 10 June. In consequence, Mr. Preston himself has had to cancel his
European trip which was scheduled for this weekend. In keeping with the new
Committee schedule, there is a good probability that the Agency budget
hearing will be scheduled for either 15 or 16 June.
I briefed him on the following items: Soviet sub tender in the

19. (Secret - JGO) Met with Mr. W. H. Boone, House Science
and Astronautics Committee staff, and briefed him on SI and TKH clearance.
The necessary security documentation was completed. Mr. Boone told
me that a meeting has been scheduled at NASA with Dr. George Low and
Mr? Dave Williamson for Chairman Downing and himself to review
NASA's interface withthe intelligence community and utilization of intelligence
information.
