(Internal Use Only - LLM) Called Victor Zafra, Legislative Reference Service, OMB, and told him that the Agency had "no objection" to the proposed testimony of Chairman Hampton on the Ervin bill. (The proposed testimony had been cleared with General Counsel and DDS. ) 2. (Internal Use Only - LLM) Called Fred Miranda, Social Security Administration, in connection with the OMB legislation referral on combining earnings credits under the Social Security and Federal Civil Service Retire- ment Systems. He explained the background of the measure, indicated that its prospects were not bright at present and said he would get in touch if its prospects improve so that we could assure that appropriate parallel amend- ments to CIARDS are considered. 3. (Unclassified - GLC) Met with Miss Mary Lou O'Malley, in the office of Senator Robert Taft, Jr. (R. , Ohio), and left with her a suggested reply to a constituent letter from 4. (Confidential - JGO) Met with Mr. W. H. Boone, House Science and Astronautics Committee staff, who told me the Chairman has requested a conference and possible executive session with the Subcommittee for briefing on the NASA interface with the intelligence community. Chairman Downing is interested in determining what utilization, if any, is made by NASA of information received from the intelligence community and what part it plays in the overall NASA mission. Following this meeting or briefing, Chairman Downing intends an open meeting of the Subcommittee with Dr. Robert Seamans, Secretary of the Air Force, and possibly John Foster, OSD DDR&E, on Defense space activities. Mr. FMSAC, has been advised. 5. (Secret - JGO) Received a call from Special Access Office, DIA, who asked whether this Agency ac any record of briefings 25X1A for Representative Olin Teague (D. , Texas) at the TKH level. I told her our records indicate several briefings involving this level of material. (Confidential - JGO) Met with Mr. Richard Barton, Employee Benefits Subcommittee, House Post Office and Civil Service Committee, and told him that in the last discussion with Mr. Maury and Chairman Hanley concerning breakfast date, the suggestion was made but not discussed of a possible breakfast meeting at the Agency on a day when Committee meetings are scheduled. Mr. Barton told me he saw no reason why a Committee hearing could not be started late but that the Chairman had not mentioned this possibility to him. He will explore this approach to the problem with the Chairman at his first opportunity. Mr. Barton also told me that only one member, Representative Charles Wilson (D. , Calif. ), was able to make today's session. Testimony was received from Mr. Hal Witt on behalf of the American Civil Liberties Union. I returned the transcript of the Committee hearing of 11 May that was loaned for DDS review over the weekend. 7. (Internal Use Only - JGO) Talked to Mrs. Mary McLaughlin, Senate Foreign Relations Committee staff, who told me that the hearing on the Case bill regarding RFE and RL scheduled for 24 May will be in open session and will be held in room 4221 NSOB. Present witnesses scheduled are Representative Ogden Reid (R. , N. Y.), who will lead off, followed by Mr. Hillenbrand, State Department. Although the Department has not yet confirmed on Mr. Hillenbrand, it is the Committee's understanding that he will. be the Administration witness. The Committee has no information as to whether Senator Case (R. , N. J.) intends to appear as a witness, although it is reasonable to assume that he will testify on this bill. 8. (Internal Use Only - JGO) Met with Mr. Richard Sewell, Administrative Assistant to Representative Charles Bennett (D. , Fla. ), and discussed with him the Agency response to the constituent's letter from that was forwarded by Representative Bennett for direct response.
