1. (Internal Use Only - RJK) Delivered to the offices of
Representatives Thomas M. Pelly (R., Wash.) and Seymour Halpern
STATSPEC (:R. , N. Y.) and Senator Fred Harris (D. , Okla'.?.) in which
their names were mentioned.
2. (Unclassified - DSB) Carolyn, in the office of Representative
Durward Hall (R. , Mo.), called requesting information on employment
for a constituent inquiry. An application form and brochures were sent.
3. (Confidential - JMM) Met with Representative Frank Bow in
response to his recent inquiry (see Journal of 5 May) regarding allegations
that a South Vietnamese political leader was involved in the black-marketing
of Cuban sugar provided by the USSR. On the basis of information from
OER, I explained to Mr. Bow that we couldn't positively refute this story
but on the basis of available evidence, it would appear extremely implausible.
Mr. Bow expressed concern about recent attacks in the press on
both CIA and the FBI. ? I reminded him of our particular concern about
allegations that we were involved in drug traffic in Indochina and repeated
my earlier request to him that he refute these as forcefully as he can,
calling on us for supporting material if he wishes.
4. (Secret - JMM) Met with Representative William E. Minshall
whom I briefed on recent developments regarding Soviet ICBM deployment,
the Soyuz 10 flight, Soviet military deliveries to Egypt,and Soviet ground
force and air buildup in the Far East.
I explained to Mr. Minshall our problem with allegations of involve-
ment in drug traffic in Indochina and asked his help in trying to keep the 25X1A
record straight.
Mr. Minshalll told me of his plans to travel to Europe later this

5. (Unclassified - J'MM) Carl Marcy, Chief of Staff, Senate Foreign
Relations Committee, gave an informative and candid off-the-record talk to the
Advanced Intelligence Seminar which was warmly received and in which he
paid high tribute to the Agency.
6. (Confidential - JMM) Met with Senator William Spong and his
Executive Assistant Mr. Thad Murray, and reviewed some draft letters
they had prepared to constituents who had inquired about allegations of Agency
involvement in drug traffic in Southeast Asia. At my suggestion they are
writing to Director Ingersoll, Bureau of Narcotics and Dangerous Drugs,
requesting the results of any investigation that the Bureau may have conducted
into the matter. In accordance with his long-standing policy, however, Spong
does not plan to put Ingersoll's response in the Congressional Record.
7. (Confidential - JMM) Called Sam Marler, in the office of Senator
Clifford P. Hansen, who said that the Senator's letter to the University of
Wyoming's "Branding Iron" denying allegations of CIA involvement in Southeast
Asian drug traffic had made the paper's deadline yesterday. He said the
Senator had not yet written to Director Ingersoll, Bureau of Narcotics and
Dangerous Drugs, requesting additional information on the subject, but would
do so shortly and Marler would let me know when the letter went forward so
I could alert the proper people in Ingersoll's office.
8. (Confidential - GLC) Talked with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, about the cost-of-living increase legislation for the
Civil Service retirement system which has been acted upon favorably by both
House and Senate Post Office and Civil Service Committees. Braswell made
the following points :
a. If we wish to obtain a similar amendment for CIARDS, we will
have to go through the formal procedure for requesting such legislation;
b. It is absolutely impossible to get Senate and House action on
this legislation before 1 June;
c. Although he had not reviewed the specific legislation, it is
possible that we could get a bill which would be retroactive;
d. He would not want anyone to retire from the Agency on the
assumption that such legislation will receive favorable consideration.

9. (Confidential - GLC) Met with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, and told him we have had further internal discus-
sions on the GAO RDT&E study and have pretty much decided to do nothing on
this unless we hear from Senator McIntyre. This is based on the fact that we
have responded to the only inquiry we have received on this to date, i. e. , the
request from GAO. Braswell said he had no real problem with this, although
there was always the possibility that Senator McIntyre would react by claiming
that the Administration has refused to permit an objective evaluation of John
Foster's testimony.
10. (Confidential - GLC) Met with Mr. Frank Stout, of the Alderson
Reporting Company, and alerted him to the possibility that the Senate Appro-
priations Committee would want a transcript of our budget presentation later
this month and I outlined the procedures we would like to follow with sensitive
transcripts like this. Stout said he thought he could accommodate our require-
ments but he could not guarantee 24-hour transcription of the record. I said
this caused us no problem but was something he would have to discuss with
Mr. Woodruff. We will await a decision by the Committee on this but Stout
will be prepared to provide us the names of a shorthand reporter and tran-
scribers in advance so that we can check the status of their security clearances
and process them for additional access clearances.
11. (Unclassified - GLC) I called Bill Casselman, on the White House
staff, and he gave us clearance to send our proposed letter to Representative
Edward Koch in response to his query on personal files maintained by the Agency.
Casselman commented that there had been some discussion of referring this
matter to the LIG, but this was changed.
12. (Confidential - JGO) Talked to Mr. John Garrity, House
Defense Subcommittee staff of the Appropriations Committee, and received
from him the detailed itinerary of Representative Minshall's (R. , Ohio)
European trip scheduled for 20 through 31 May. Appropriate field stations
will be advised.

13. (Internal Use Only - JGO) I visited the office of Representative
Harold Runnels (D. , N. Mex.) and learned that he will be hospitalized for
some period of time. Although his office did not identify the illness, they
did indicate that he is progressing very satisfactorily. Representative
Runnels had requested additional information on the Soviet SS-9 during
the Director's briefing of 25 March 1971.
14. (Confidential - JGO) Talked to Mr. Roger Lewis, Administrative
Assistant to Representative Udall (D. , Ariz. ), and told him that the Agency
has no record of employment or other association with Mr. David Hale,
the individual Representative Udall inquired about. Mr. Lewis thanked me
very much and indicated that nothing further was needed. See Journal of
11 May 19 71.
15. (Secret - JGO) Received a call from Mrs. Lois G. Meyers,
Employee Benefits Subcommittee staff, House Post Office and Civil Service
Committee, who asked that the transcript of the Committee hearing of
11 May be returned to the Committee by noon on Monday.
17. (Internal Use Only - JGO) Received a call from Mr. Philip
Trimble, Senate Foreign Relations Committee staff, who asked if the Agency
could provide a good map of China which would include central Asia and
ore of continental Southeast Asia to include Burma on the west and Vietnam
on the east.
18. (Internal Use Only - JGO) Talked to Mr. Richard Barton, House
Employee Benefits Subcommittee staff, who told me that the current status
of the schedule of Committee hearings and commitments of the Chairman and
individual members indicates that Tuesday and Wednesday, 8 and 9 June,
are the first days on which a breakfast meeting at the Agency could be
scheduled. I told him I would check these dates and be back in touch with
him on Monday.

19. (Secret JGO) Received a call from Mr.
FMSAC, who told me that he had been advised by a Mr. Williamson at
NASA that Representative Downing (D. , Va.), Chairman of the NASA
Oversight Subcommittee, House Science and Astronautics Committee,
is interested in starting hearings with NASA regarding NASA's interface
with the intelligence community and NASA's receipt and utilization of
available national intelligence on foreign space activities. I thanked
Mr. - for the call and told him we would be in touch with the
Subcommittee staffman, W. H. Boone, on Monday and would be back in
touch after talking to Mr. Boone.
