Tuesday - 6 April 1971
1. (Secret - GLC) Mr. of OSR, called concerning
a query they had received from it the SALT talks for 25X1A
information about the "clearances" of Senators Pastore and Symington
and Representatives Anderson and Hansen as well as staff member
25X1X George Murphy of the Joint Committee on Atomic Energy. I explained
to - that we did not clear members of Congress as such, but
that all of the members mentioned have been exposed to information
at the highest security levels, including compartmented information,
25X1X and that Murphy has all the clearances for this material. In response
to a further question, I advised-the JCAE had not been briefed
on the "missile holes" since the Director briefed that Committee prior
to the acquisition of the information about them. Senator Symington
did receive this information, however, in briefings of the Senate Armed
Services Committee and the Senate Foreign Relations Committee.
2. (Unclassified - GLC) Spoke to approximately 45 high school
seniors, who are in Washington on a trip sponsored by the YMCA of
Albert Lea, Minnesota, about the Agency. The talk was given in
response to a request from Representative Albert Quie (R. , Minn. )
who said this group was interested in knowing something about the
Agency. The group was polite, attentive, and posed a number of good
questions.
3. (Unclassified - GLC) Hand-carried to Mr. Mayne, on the
STATSPEC staff of Senator Fred Harris (D. , Okla. ), a copy of the
containing Brezhnev's speech to the Soviet Party Congress.

4. (Unclassified - GLC) Queried Harriet Robnett, on the staff
of Senator Stuart Symington (D. , Mo. ), to see if their files reflected
any statements by the Senator on the subject of the Green Beret case
at the time it was active. She said a check of their records disclosed
no such statements and she is inclined to agree with our recollection
that the Senator thought of making a statement if the situation worsened,
but never actually spoke on the subject.
5. (Secret - GLC) Mr. FE, called to
see if we could discreetly ascertain the reasons behind Senator Adlai
Stevenson's proposing a congressional commission to assure that the
U. S. Government keeps out of the upcoming South Vietnam presidential
election campaign.
6. (Secret - JMM) Accompanied SAVA, who
briefed Senator Thomas F. Eagleton (D. , Mo.) preparatory to the
Senator's upcoming trip to Southeast Asia. The Senator's interest
25X1A focused particularly on the effects of the recent South Vietnamese
operation in Laos and the accuracy of the intelligence on which that
operation had been planned. He spoke highly of Mr. -knowledge
and candor, in discussing the situation. Mr. Steve Vossmeyer, of the
25X1A Senator's staff, was present.
7. (Confidential - JMM) Received a call from OSI,
who explained that he had been called by a Mr. William Horton, of GAO,
who requested a recent National Intelligence Estimate (NIE 11-11-69) and
a USIB Scientific Intelligence Committee study (SIC 1-68) on Soviet
chemical warfare. I told _I would follow up, and called Horton
back to say that such studies were not available outside the intelligence
community. Horton was unfamiliar with the purposes for which the studies
were needed, and referred me to Mr. T. F. Zuenges, Defense Division of
GAO.

8. (Secret - JMM) Met with William Woodruff, Counsel, Senate
Appropriations Committee, and informed him of:
a. The current situation in Pakistan and Ceylon.
b. The Director's planned speech before the American
Society of Newsaper Editors.
c. Mr. s briefing of Senator Eagleton.
I told Mr. Woodruff of our recent request from the GAO for
estimates and studies on the Soviet chemical warfare program.
Woodruff advised that we stand firm in refusing to provide this material
commenting that once we set a precedent for responding to such GAO
requests they will impose intolerable burdens on us.
9. (Unclassified - RCR) Mrs. Jessup, in the office of Represen-
tative John Myers (R. , Ind. ), called to request an interview for a con-
stituent. The constituent, is a high school junior who
wanted to speak to an Agency representative with regard to what college
courses should be taken in preparation for an Agency career. After
talking with Mr. I advised Mrs. Jessup that an appointment
was set up for 10:00 tomorrow morning.
10. (Internal Use Only - LLM) Met with Charlotte Gerber, in
the office of Representative William Chappell (D., Fla. ), concerning
their inquiry in behalf of former contract employee
She was very pleased with the attention we had given the case and our
suggested reply and she so indicated to Mr. Chappell and I renewed
my earlier acquaintance with him.
11. (Confidential - JGO) Met with Mr. John R. Blandford,
Chief Counsel, House Armed Services Committee, and reviewed with
him the draft response to the letter of 30 March to Representative
Edward I. Koch (D. , N. Y. ). In his opinion our approach to the
response is a good one.
12. (Confidential - JGO) I met with Mrs. Franzetta
DeGooye r, Senate Immigration and Naturalization Subcommittee,
Committee on the Judiciary, who requested a report on Mrs. _
hose husband, is the beneficiary

13. (Secret - JGO) Met with Messrs. James Lowenstein
and Richard Moose, Senate Foreign Relations Committee staff, and
returned the questions prepared by Senator Muskie's staff concerning
Soviet IRBM's, ABM's and "SLBM's" which were forwarded late
Friday. Mr. Lowenstein requested that the transcript of the Director's
briefing of 29 March be returned to the Committee tomorrow for
review in the light of Senator Muskie's questions. See Journal of
30 March 1971.
Mr. Lowenstein gave me an excerpt from the Congressional
Record of December 8, 1969 which sets forth Senator Fulbright's
(D. , Ark.) remarks on the floor of the Senate concerning the origin
of Khruschev' s statement "we will bury you. " I thanked Mr. Lowenstein
for the excerpt.
14. (Unclassified - JGO) Delivered to Miss Helen Boyle,
Personal Secretary to Representative George H. Mahon (D. , Texas),
the Agency's response to the Chairman's letter concerning the
employment application of Mr.
15. (Internal Use Only - JGO) Received a call from Mr. _
who told me that has received a
notice from Immigration and Naturalization to report for a hearing.

16. (Internal Use Only - JGO) Received a call from Margaret
Young, Executive Secretary to Representative Bob Wilson (R. , Calif. ),
who asked if we could provide a plaque of the Agency seal for
Representative Wilson's home office. I told Miss Young that we would
be pleased to note his request for such time as additional plaques
might be procured but that due to budget and other limitations, none
are available at the present time.
