Monday - 5 April 1971
1. Called Mr. J. Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, and in response to his inquiry
of 25 March 1971, told him that our people felt that Lawrence M. Martin
would react in a positive fashion to a letter from Sourwine. Mr. Sourwine
thanked us for the evaluation and said he would send a letter to Martin
today.
2. I Talked with J. Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, about his query on the Evans and
Novak column on Mexico (see Journal of 25 March 1971). I told Sourwine
I had talked this over with our people and it was their feeling that as long
as the Mexicans were handling the situation so well on their own it would
seem best if the U.S. , especially the U.S. Government, stayed out of it.
I told Sourwine that it might be useful for the Subcommittee to tell
the whole story when it was all over. Sourwine said he would
accept our judgment on this and asked if we would have our people make a
tickler to consider the matter again at an appropriate time in the future.
I told him I would do this.
3. Mr. Joseph Ross, in the Legislative Section,
Department o justice, called in response to my call Friday to Mr. Durham
about Representative Edward Koch's (D., N. Y.) queries to departments and
agencies on personal files. Ross said the FBI has received a separate
query from Koch and is responding to the effect that their files are not
available for personal inspection by the individual concerned. As far as
Justice is concerned, Ross said his present information is that Justice
has no personal files as such although they are still checking on this.
4.1 1 Mr. Houston reported on a conversation
with Fred uz ar General Counsel, Department of Defense, on the Koch
letter issue. The consensus is that the Agency can give Koch a straight-
forward answer to his letter.

10. In response to her call of Friday evening,
and after checking with the Director's office, I called Mrs. Ward,
Secretary to Senator Stennis, and confirmed that the Director would
be there to see the Senator at 10:00 instead of 10:30 this morning.
