II- JMM) Per the Director's instructions, called Mrs. Ward, Secretary to Senator John Stennis, to say that the Director would like to call on the Senator in the next day or two regarding the matter of staff access to certain Agency material which the Senator had raised with the Director a few days ago. Mrs. Ward said she would check with the Senator and let us know when he would be available. 25X1 3. JMM) Arranged with Jim Lowenstein, Senate Foreign Relations Committee staff, for Dr. Edward Allen and a member of OLC to deliver to him, on 1 April at 10:30, and discuss with him material in response to Senator Fulbright's question at our 29 March briefing of the Muskie Subcommittee regarding Soviet economic and military assistance to foreign countries. 4. I I- GLC) Talked with Steve Vossmeyer, in the office of Senator Thomas F. Eagleton (D., Mo.), and arranged for Mr. George Carver to give the Senator a followup briefing on the situation in Vietnam at 3:00 p.m. next Tuesday, 6 April. Vossmeyer said that Senator Ted Stevens (R., Alaska), who will accompany Senator Eagleton on the trip, might also be present. 5.1 1 GLC) Bill Shinn, in the office of Representative Bradford Morse (R., Mass. ), called to say the Congressman was leaving for Chile on Tue.,tday and was being briefed tomorrow by Lou Girdler and Wayne Smith of State Department. He said these men had also suggested STATINTLthat Mr. Morse talk tol of the Agency, to get her point of view on the situation there. After checking with the DDI's would meet with Mr. Morse office I advised Shinn that TATINTL S , at 10:30 tomorrow morning. RCR) Mrs. Bell, in the office of Representative James R. Grover, Jr. R. , N. Y.), called to request brochures and appli- cation forms for a constituent. The requested items were sent to her. 7. I I- LLM) Mr. Sullivan, in the office of Senator Robert Do . , an. , reported that page M-12 of the 25 March 1971 U. S. S. R. Daily Report was blank and asked if we could look into it and send him whatever material he is missing. 8. I I- LLM) Spoke with Robert Hull, Department of State, to determine, informally, their interest in joining us in "piggy- backing" on the Civil Service proposed legislation relating to cost of living adjustments on retirement. He said they would be interested in joining us. 25X1 9. - MMC) Received a call from Mrs. Anne STATOTHR Peterson, in the office of Representative George H. Mahon (D. , Texas), regarding a letter from a constituent, inquiring about employment possibilities with the Agency I 25X1 suggested that she forward the letter to this office and we would have our Personnel office take whatever action is necessary. 25X1 25X1A 10. JGO) Met with Mr. Ralph Preston, House Appropriations committee staff, and gave him a copy of the Warren Unna 1968 article concerning alleged opium smuggling by Vice President Ky. I told him also that was associated with an Agency activity for the period October 1962 to 31 July 1964. Mr. Preston thanked me and said he would appreciate more on and25X1A his allegations if it is available. Mr. Preston also told me that he would like to schedule the morning of 13 April together with Mr. Bill Woodruff, Counsel, Senate Appropriations Committee, if he is available on that date, for briefing on the Agency budget proposal. I later talked to Mr. Woodruff who indicated that he will do his best to be in attendance at the briefing on the 13th. This has been cleared with Colonel White. Mr. John Clarke, OPPB, has been advised. Blandford, Chief Counsel, House Armed Services Committee, and received from him copies of H. R. 6483, a bill to provide authority for appointment to the grade of general of Marine Corps officers etc. , which was introduced by Messrs. Hebert and Arends on 22 March, Mr. Blandford told me that he foresees no real problems for this bill on the House side but that as Mr. Hebert had indicated to the Director, Committee workload on the military procurement bills will preclude handling of any bills of this type in the Committee until the latter part of May. O/DDCI, has been advised. 12. I - JGO) Received a call from Mr. Thomas Graham, Assistant General Counsel, ACDA, who told me that he is doing a legal study for the Director, ACDA, regarding inspection under international agreements by national means as controlled by international law and inquired whether our Director's office has reviewed the same subject matter. After checking with Mr. Warner, OGC, I advised Mr. Graham that we have not. No further action is required. 25X1A JO N M.
