I reminded him (as Mr. Maury had done earlier) of the Director's commitment to the House Defense Appropriations Subcommittee next Tuesday and Wednesday, adding that it was a very full schedule next week. Braswell said Senator Stennis had advised the full Committee today that he would have Mr. Helms or "his chief briefer" come up and brief the full Committee next week and asked if this couldn't be done on Thursday. Braswell added this was a result of a request from Senator Dominick and, as he understood it, 'would consist of a world wrapup briefing at the secret level. I told :Braswell I would take this up with the Director and be back in touch with him. 25X1A 25X1 C 25X1 C Appropriations Committee staff, and received from him a series of vy questions prepared for Representative Robert Sikes (D. , Fla.) for his use during the briefing by the DCI on 2 and 3 March. as been advised. 3? Met with Mr. John R. Blandford, Chief Counsel, ouse rme Services Committee, and alerted him to the fact of a possible call to the Committee from Representative Paul McCloskey (R. , Calif.) for a briefing on Agency activities in Laos. Mr. Blandford foresees no problem in handling such a question and asked that he be brought up-to-date on the Agency personnel strengths and costs in Laos for the Chairman's benefit should the question arise of current availability of information on Laos within the Committee. 4. Met with Mr. Garner J. Cline, Counsel, House Immigration and Naturalization Subcom 'ttee, Committee on Judiciary, concerning the Mr. Cline will delay scheduling of a briefing or discussion of this bill with the Subcommittee pending clarification of Committee procedures. I I Received a call from Mr. Boyd, Administrative Aide to Senator Lawton Chiles (D. , Fla. ), requesting a briefing on the Cuba situation and Soviet installations in Cuba. I told him it was my understanding that such briefings are primarily within the jurisdiction of the Department of Defense and State Department but that I would check the matter and call him back. After a check was made with the Director, I affirmed the earlier statement and suggested the Senator's office contact Department of Defense. Mr. Boyd expressed his appreciation for the advice. 6. Received a call from Alan Timothy, in the office of Representative James McClure (R. , Idaho), requesting general information on the Central Intelligence Agency in reply to a request from a constituent. Pamphlets were sent out. 7. Received a call from Miss Rhoda Smith, in the office of Representative Quie (R. , Minn. ), requesting information on the Central Intelligence Agency in response to a constituent's request. :Pamphlets were sent out. 8. I I Received a call from Vickie McBeath, in the office of Senator Howard Cannon (D. , Nev. ), requesting an interview forl a constituent seeking Agency employment. Arrangements were made with OP, to interview t 1400 hours, 26 February 1971. 9? Mr. Charles Parker, OMB, called and referred to my conversation with yesterday and asked if I 25X1 could attend a 2 o'clock meeting in the office of Roger Jones, OMB, to discuss the policy implications and recommendations involved in switching to 1967 for cost-of-living adjustments by Federal staff retirement systems. I explained that this office's principal responsibility dealt with legislation but offered to pass the request on to the responsible Agency officer. Mr. Andrew Ruddockfrom Civil Service Commission, accompanied by the CSC actuary, and Mr. Tex Brown from DOD will be attending the meeting. I I Carl Marcy, Chief of Staff, Senate Foreign Relations Committee, called and asked if the Director could give the Com- mittee a world roundup briefing on Thursday, 4 March. I told Marcy the :Director already had a briefing scheduled for that date and hearings scheduled on two other days next week so the 4th would be impossible. Marcy then suggested Thursday or Friday, 11 or 12 March as alternative dates. I told him I would check with the Director on this and be back in touch with him. Marcy mentioned that one of the members of the Committee had written a letter to the Chairman asking that the Committee get a briefing from Mr. Helms to include "the 40, 000-man CIA secret Army and bases in Cambodia and Laos, IT in view of the apparent reluctance on the part of the Secretary of State to fully discuss all aspects of U.S. involvements in Indochina. Harry Symmes, Deputy Assistant Secretary for Congressional Relations, Department of State, called and said that Senator Lowell P. Weicker (R., Conn.) had again asked him about getting a briefing from the Agency on the John Downey case.
