I Joan Spaulding, in the office of Representative Ogden R. Reid (R., N.Y.), called to ask if Mr. Reid could be briefed tomorrow on the problem of our Radios. After checking with Cord Meyer, I called back to say that Mr. Meyer and I would meet with Mr. Reid at 3:00 p.m. 2. Called Pat Holt, Senate Foreign Relations Committee staff, an in view of Mr. Holt's tight schedule agreed that we would postpone our briefing on Costa Rica until tomorrow at 1.1:00 a, m. 3, I I Mr. J. Sourwine, Chief Counsel, Senate Subcommittee on Internal Security, called to request a copy of "The National Liberation Movement in Latin America" by Ernest Halperin. He believes it was copyrighted by Cambridge Press in 19STATINTL but publication may have been withheld for security reasons. OCI, advises that 25X1 He will try to get a galley proof for Mr. J. STATINTL Sourwine. 25X1 5. I I Mrs. Susan Hamilton, Office of Representative Peter Frelinghuysen (R. , N. J. ), called advising receipt of a letter from a constituent which severely criticized CIA. The letter posed many questions as to funding, congressional oversight, etc. Mrs. Hamilton did not feel that the letter warranted referral to us for reply and sought guidance as to how to handle it. It sufficed if we would furnish her with a copy of our standard publication on the Agency which she would send to the constituent. She did not feel it necessary that we prepare a suggested reply. I I Met with Mr. James T. Kendall, Chief Counsel, Subcommittee on Preparedness Investigation, Senate Committee on Armed Services, who asked that the briefing he discussed with Mr. Maury for the staff be set up for next week. He mentioned again that he would appreciate some emphasis on the bomber threat in addition to treatment of the overall strategic threat against the United States. 7. I I Met with Mrs. Partin, in the office of Representative art, Lca zott (R. , Calif. ), who gave me a STATOTHR constituent letter and enclosure from equesting information about the Central Intelligence -Agency and assassination attempts against Fidel Castro. I told Mrs. Partin that I would provide her with a suggested reply for Representative Talcott's use in responding STATOTHR to 25X1 B 25X1 B 8. Met with Messrs. Frank Slatinshek and Russ Baldnford, House Armed Services Committee staff, and gave them additional detailed information about the "Caspian Sea Monster. " They suggested that it would be well to brief Representative Hebert (D. , La.) on this matter since the Committee will be conducting hearings on related matters early in the year. I also briefed Messrs. Slatinshek and Blandford onl I and the situation in Cambodia, and Soviet pilot I shortages. 25X1 B 9. I I Met with Oneta Stockstill, Executive Secretary, House Armed Services Committee, who gave me a listing of the Subcommittee structure and membership adopted by the Committee in yesterday's meeting. 10. Met with Mr. Ralph Preston, House Appropriations Committee staff, who gave me a copy of the Subcommittee structure and membership of the Appropriations Committee together with an outline of the agencies transferred from the Independent Offices - H. U. D. Subcommittee. Representative John Slack (D. , W. Va.) was trans- ferred from the Defense Subcommittee to the Public Works Subcommittee. Representative John McFall (D. , Calif.) was added to the Defense Subcommittee. I briefed Mr. Preston on I ]physical condition and the situation in Cambodia; the situation in Laos; SS-9; and Soviet --"'- pilot shortages. Met with Senator Stuart Symington (D. , Mo.) and outlined the current funding campaign for the Educational Aid Fund. The Senator, as always, was cordial. He told me that before he could endorse the funding activity, however, he would want a specific request from Mr. Helms, DCI, together with an outline of the endorsement desired so that he could check what has been done with regard to other agencies, as well as checking the matter with counsel. I thanked the Senator for his consideration and agreed with him that time was against us for this evening's dinner. The matter was left open as to whether we will follow-up with him at a later date. 12.1 I Met with Mr. Walter Mote, Administrative assistant to the icePresident, and outlined the current funding campaign for the Educational Aid Fund. Mr. Mote was most receptive and told me that he was quite certain that the Vice President would be willing to send an appropriate wire to the dinner this evening if he was available. Unfortunately, the Vice President was enroute to California. If we desire, Mr. Mote will talk to him about the fund as soon as he returns. In discussion, Mr. Mote made the recommendation that bipartisan support from Members of Congress might be of real value to such a fund and offered to assist in gaining endorsements in the Senate if it would be of help. I thanked him for the advice and told him I would be back in touch with him later in the week. 13. Met with Courtney Pace, Administrative Assistant in e o ice o enator James Eastland (D. , Miss. ), and J.
