2. (I ) Bill Woodruff, Counsel, Senate Appro-
priations Committee, called and asked for any documentation we might
have on Senator Russell's position at the time the Agency was created
to the effect that the Agency should be civilian rather than military and
outside the control of the military establishment. After checking our
files, I told Woodruff that we had no record of Senator Russell taking
such a position at the time the Agency was created, but I indicated that
the general consensus of the Congress in the creation of the Agency
followed the position he had outlined. Woodruff is preparing a statement
for Senator Stennis' use. He plans to say that Senator Russell, along
with others, recognized the need to improve our intelligence procedures
after World War II and in establishing the Agency wanted to assure that
it would be outside the control of the military; reporting directly to the
President. He asked if our records indicated anything to the contrary
and I told him they did not.
3. In response to his call of Friday and 25X1A
after checking with I _L OS/SSC, I advised I
of the Air Force, Security Special Projects office, that briefing of
Mr. Hyman Fine, Senate Armed Services Committee staff, for codeword
clearance (for a briefing to be conducted later this week at SAC
Headquarters) is a matter of responsibility for the Air Force and should
be conducted in accordance with Air Force procedure. I
told me that the TWX, which he forwarded on Friday concerning codeword
briefing for Mr. Fine, should be disregarded. His office will follow
through on arrangements for briefing Mr. Fine.

5. In response to her call, I met
with Miss Betty McDonough, Senate Foreign Relations Committee
staff, and picked up a letter addressed to the Director from Chairman
J. W. Fulbright (D., Ark.).
6. I met with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, who told me that
he and Mr. Russ Blandford, Chief Counsel, House Armed Services
Committee, have not worked out the details and scheduling of Agency
briefings for the full Committee. Mr. Slatinshek's present thinking
would be that the meetings would take place in the middle of the week
possibly Wednesday morning, probably 8:30 a. m. and on a weekly
basis. Nothing definitive, however, can be determined until the
Committee is formerly organized sometime next week.
