Dak. ) whom I briefed on our problem with Senator Case's proposed legislation regarding Radio Free Europe and Radio Liberty. Senator Young said he expected to see Senator Case this afternoon and would try to raise the matter with him explaining in particular that Case's contention that funds for these Radios were not subject to congressional approval was inaccurate. Senator Young said he would be glad to press this point but did not feel qualified to argue the merits of the program otherwise, pointing out that this could be done more effectively by someone in the State Department or one of the "liberal intellectuals" in the Senates I suggested, and Senator Young agreed, that Clark MacGregor, Counsel to the President for Legislative and Congressional Affairs, approach Senator Case. Senator Young also thought Senator Claiborne Pell (D. , R.I. ), who is much interested in U. S. information programs and is a member of the Foreign Relations Committee, might also carry some weight with Case. During our conversation, Senator Young commented that he was concerned over what might happen to our Subcommittee following Senator Russell's death. He was particularly worried over what he described as a "blowup" between Chairman Ellender and Bill Woodruff, and thought there was some question whether Woodruff would retain his position as Committee Counsel. Senator Young also spoke of adding another Republican to our Subcommittee either Senator Margaret Chase Smith (R., Maine), or Senator Gordon Allott (R. , Colo. ). 2. With the Director's approval, called the office of Clark MacGregor, Counsel to the President for Legislative and Congressional Affairs, concerning the problem of Senator Case's proposed legislation regarding our Radios. In MacGregor's absence 1. left word that we would appreciate his calling either the Director or me at his earliest convenience. OC I, and I met with James Lowenstein and Richard Moose, Consultants, Senate Foreign Relations Committee, who plan a survey trip to Athens on or about 27 January and gave them a general situation briefing on the Greek scene. 25X1A See Memo for Record for details. Following our discussion of the Greek scene, I asked Moose and 25X1 25X1 Lowenstein if they were aware of Senator Case's plan to introduce ]legislation affecting Radio Free Europe and Radio Liberty. They said they were, and Lowenstein went on to express complete sympathy with Case's purposes. Lowenstein did not accept my contention that our Radios were performing a useful role, and was especially critical of what he termed the "dishonesty" of issuing public appeals for funds when in fact the bulk of the expenses of these projects was being borne by the American taxpayers. 25X1A 4. Russ Blandford and Frank Slatinshek on the current status of Radio Free Europe and Radio Liberty and gave them a copy of the press release by Senator Clifford Case (R. , N. J. ), datelined for release Sunday, January 24. 25X1A 25X1A 25X1 25X1A 25X1A 5. Accompanied who briefed Messrs. Ralph Preston and Peter Murphy, House Appropriations Committee staff, on a special project (see Journal item of 20 January 1971). Mr. Preston told me that the briefing is of great help in matters under consideration at this time by the Chairman. I gave Mr. Preston a copy of the press release from Senator Case's office and briefed him on Radio Free Europe and Radio Liberty. 6.1 After meeting with OCI/OPB, I talked to Mr. Ralph Preston, House Appropriations Committee staff, about Chairman Mahon's request for briefing in depth on Cuba. Mr. Preston agreed that the inclusion of "beefed-up" coverage of Cuba in the briefing outline for the full Defense Subcommittee will be satisfactory. has been advised. Talked with Ed Braswell, Chief of Staff, Senate Armed Services Committee. He said that it would not be possible to hold the briefing of the CIA Subcommittee on next Monday and he doubted that it could be arranged for Tuesday. He said he would try to set it up in the near future and would call us early next week. I asked Braswell to try to give us at least several days advance notice. to the fact that ORD, has decided to return to the state of Maine and has circulated bio data to the four Members of Congress from Maine. 9. Ruth Eddy, in the office of Representative Albert H. Quie (R., Minn.), called to say that a group of Minnesota young people called the "Know your Government Seminar" (sponsored by the Albert Lea, Minnesota, YMCA) have expressed an interest in receiving a talk from the Agency. Miss Eddy asked if it would be possible to arrange such a talk during the group's stay in Washington sometime between 5 April and 7 April. I told her we did not normally provide briefings but would consider talking to a responsible group of young people such as this one. I told her I would look into it and be back in touch with her. 10. Representative William E. Minshall's office advised that the Congressman and his Korean visitors would be unable to visit the Agency today as they had hoped. 11. Hand-carried to Frank Chapin, Senior Staff Member, NSC staff, the Director's memo to Dr. Kissinger on Senator Case's press release on RFE and Radio Liberty.
